Construction<br />
Purpose:<br />
To ensure health, safety and environmental management plans (and<br />
associated documentation) addresses the conditions of project<br />
approval prior to commencement of construction.<br />
Activity:<br />
Finalisation of the required management plans and documents<br />
(including work method statements).<br />
Consultation:<br />
The proponent should seek input from stakeholders in the final design<br />
plans prior to construction (i.e. micro-siting of turbines, site access, etc)<br />
Purpose:<br />
To undertake construction of the wind farm as described in the<br />
planning application and in accordance with the management plans<br />
and associated documentation.<br />
Activity:<br />
Undertaking the works in accordance with the construction conditions<br />
of the permit, management plans and associated documentation,<br />
and demonstration of this through an approved audit programme. The<br />
outcomes of all audits should be available for public review.<br />
Consultation:<br />
Regular communication to stakeholders of construction activities<br />
Including opportunities for local businesses and employment<br />
opportunities. Timely response to enquires and/or complaints arising<br />
from construction operations should be provided to stakeholders.<br />
G.2.5 Operation<br />
Operation (O1)<br />
Similar to the construction stage, a number of conditions attached to the various<br />
consents/permits will be required to be complied with during the operation stage. It is<br />
important for regulators to ensure that these commitments and conditions are clearly<br />
distinguished from those that relate to the construction stage.<br />
A plan should be prepared to manage the impacts of the operation of the facility and is<br />
referred to as the Operation Environmental Management Plan (OEMP).<br />
The form of the OEMP is not critical but, as it may need to be applied to contracts, it is<br />
important that the plan identifies what actions must occur, suitable methods, what the<br />
action’s roles and responsibilities are, what timeframes are involved, reporting requirements<br />
and detail a method of compliance and monitoring.<br />
Formal announcement of the commencement of wind farm operations to all stakeholders<br />
should occur.<br />
An Operational Communication and Consultation Plan should be prepared. This plan<br />
should outline the ongoing community participation activities for the wind farms<br />
operational life.<br />
Monitoring: compliance (O2)<br />
Similar to the construction stage, some monitoring is likely to be needed through the life of<br />
the operation of the wind farm to ensure that the requirements of the OEMP are<br />
implemented and maintained. This monitoring regime is a risk management response and<br />
aspects of it may require auditing to ensure the consent/permit conditions have been met.<br />
