<strong>Wind</strong> Monitoring<br />
Preliminary Technical<br />
Studies<br />
Purpose:<br />
To confirm the wind resource at the site in order to decide whether the<br />
site is worth pursuing commercially.<br />
Activity:<br />
These works will involve negotiation with landowners and installation of<br />
a wind monitoring tower on the site.<br />
Consultation:<br />
Discussions with identified stakeholders should commence, in<br />
accordance with the Project Communication and Consultation Plan.<br />
Stakeholders, including local community members and organisations,<br />
should be provided information on the proposed site, wind monitoring<br />
and the proposed development stages.<br />
Purpose:<br />
To provide initial site-specific data that should enable development of<br />
a draft project layout.<br />
Activity:<br />
Assess via desktop and site studies:<br />
• geotechnical conditions<br />
• site access<br />
• landscape<br />
• noise<br />
• ecology (flora and fauna)<br />
• aircraft safety<br />
• electromagnetic interference<br />
• power system studies.<br />
This stage will culminate in the determining the relevant authority and<br />
their requirements for the planning application.<br />
Consultation:<br />
Information on the progress and outcomes of technical studies should<br />
be provided, and feedback should be sought from stakeholders to<br />
inform continued investigations and design of the site.<br />
G.2.3 Planning Application<br />
Detailed technical studies (PA1)<br />
Once the project has been assessed as suitable to progress to this stage, the majority of<br />
the detailed technical data collection, analysis and conclusions commence. The level of<br />
information is determined through consultation with stakeholders including the planning<br />
authorities which may be a formal process to determine assessment guidelines.<br />
The analysis of certain issues, particularly those which are seasonal or targeted in nature,<br />
may require significant or specific periods of data collection and need to be included in<br />
an overall project plan.<br />
These assessments inform an optimal design for the wind farm. The regulatory approvals<br />
process identified in the previous stage should be reviewed on the basis of the findings of<br />
the detailed technical studies.<br />
Significant stakeholder input will be required for a number of technical assessments at this<br />
stage, including Landscape and EMI. Feedback and input from stakeholders should<br />
continue to be sought, through the implementation of the Project Communication and<br />
Consultation Plan, to understand any opinions and incorporate them into project design as<br />
far as possible.<br />
