certain commitments, and then acting on them. The commitments<br />

are with regard to positing human rights and the rule <strong>of</strong> law as<br />

non‐negotiable values, and the constitutional re<strong>for</strong>m debate in<br />

respect <strong>of</strong> states <strong>of</strong> emergency needs to be conducted from this<br />

standpoint.<br />

If we make a commitment to go down this happier path, there is a<br />

vast array <strong>of</strong> options and ideas that are available to us to learn<br />

from and adapt to our own conditions. The comparative<br />

experiences <strong>of</strong> other countries as well as international law and<br />

standards, discussed at length in this book, are sources <strong>of</strong><br />

constitutional ideas from which we can beneLit greatly, if only we<br />

are open to them.<br />
