Operations Manual
Engine Company Operations
Purpose
To provide a policy defining Engine Company operations.
Objective
To provide guidelines for Engine Companies to achieve their tactical priorities.
Scope
All personnel shall adhere to this policy.
Responsibility
The responsibility for the enforcement of this policy rests with the Company Officers.
Policy
All Cleveland Fire Department Engine Companies shall operate under the following guidelines.
Equipment Check
A. Personnel assigned to the Engine shall, upon reporting to duty, inspect the apparatus in order to
confirm that all equipment is in accounted for and in working order.
B. All portable equipment shall be checked for fuel levels and each piece shall be started to insure
proper operation.
C. All SCBA shall be checked for air level and proper operation.
D. Engineers shall engage the pump, operate it at working pressure, circulate water, and exercise the
relief valve, the transfer valve, etc.
E. After shutdown, all other valves shall be exercised.
F. Road test daily when practical. If weather does not permit the test, it shall be conducted as soon as
possible.
Tactical Priorities
A. Rescue of viable victims must always be the first tactical priority.
B. Protect exposures second.
C. Confine the fire, third.
D. Extinguish the fire, fourth.
E. Overhaul the fire ground, fifth.
