Operations Manual
Introduction Message
Purpose
To provide a standard, written source of Departmental policies and procedures that will promote the
effective and efficient operation of the Cleveland Fire Department.
Objective
To set forth and establish the Operations Manual for the Cleveland Fire Department and to explain its
underlying philosophy.
Scope
These policies and guidelines apply to all members of the Cleveland Fire Department unless otherwise
specified.
Responsibility
A. It shall be the responsibility of all members of the Cleveland Fire Department to familiarize
themselves with, and conform to, the policies, regulations, and procedures contained within the
Operations Manual.
B. It shall be the responsibility of all Fire Department Officers to supervise and command their
subordinates within the guidelines and philosophies contained within the Operations
Manual.
