Cleveland Fire Department
Operations Manual
This policy recognizes that the Cleveland Fire Department is established and organized as identified in the
Operations Manuals “Organizational Structure”. The Department shall be staffed with an expected number
of personnel as set out in the chapter “General Orders –Staffing” of the Operations Manual. The Fire Chief
shall, on a yearly basis, review the staffing needs of the community, and submit a recommendation to the
City Manager for his review and approval for action by the City Council.
This review and recommendation shall take into consideration the following functions which the Fire
Department is expected to perform.
A. Fire Suppression Activities
B. Property Management
C. Public Education
D. Required Support Programs
It shall be the policy of the Cleveland Fire Department to provide and to operate with the highest possible
levels of safety and health for all members. The prevention and reduction of accidents, injuries, and
occupational illnesses are goals of the Fire Department and shall be primary considerations at all times.
This concern for safety and health applies to all members of the Cleveland Fire Department.
It shall be the responsibility of the Cleveland Fire Department to provide a safe and healthy work
environment for its members. This health and safety policy is researched, developed, implemented, and
enforced in order to reduce the risks inherent in the operation of the Cleveland Fire Department. The Fire
Department, including all of its members, shall be responsible for compliance with this policy and any
applicable laws and legal requirements with respect to member safety and health.
In order to reach the objectives of this policy, all rules and regulations established for the purpose of
firefighter health and safety shall be strictly followed and enforced by members of the Cleveland Fire
Department.
The Safety Officer shall be responsible for management of this policy.
