Operations Manual
Training and Information
A. The Cleveland Fire Department Training Division shall provide effective training to all users of
SCBA’s in the following areas:
1. Why the SCBA is necessary and how improper fit, use, or maintenance can compromise
the protective effect of the respirator.
2. The limitations and capabilities of the SCBA.
3. The use of SCBA in emergency situations.
4. How to inspect, put on and remove, use and check the seal of the SCBA.
5. The procedures for maintenance and storage of the SCBA.
6. Recognition of medical signs and symptoms that may limit or prevent the effective use of
SCBA.
7. The general requirements in the OSHA standard 1910.134.
B. All Fire Department Personnel shall receive training in the use of SCBA prior to initial use.
C. Annual retraining shall be required when on of the following conditions occur:
1. Workplace conditions change.
2. New types of respirators are used.
3. An inadequacy in the employee’s knowledge or use indicates need.
Program Evaluation
The Cleveland Fire Department shall conduct periodic evaluations of the workplace as necessary to ensure
proper implementation of this program, and consult with employees to ensure proper use.
Record Keeping
A. Records of medical evaluations shall be retained and made available by the PLHCP.
B. A record of all fit tests shall be established and retained until the next fit test.
C. A written copy of this Respirator Protection Program shall be included in the Cleveland Fire
Department’s Operational Manual and updated as necessary.
D. A copy of all training documents, fit testing and monthly check off’s shall be given to the
department Safety Officer.
