2.87 To quote <strong>the</strong> President <strong>of</strong> ACPO’s submission to us: “It would be manifestly unjust<br />

if police <strong>of</strong>ficers and <strong>the</strong>ir unsworn colleagues should be subject to different systems. If a<br />

member <strong>of</strong> <strong>the</strong> public were to have cause to complain about an incident involving a constable,<br />

a police community support <strong>of</strong>ficer or a member <strong>of</strong> <strong>the</strong> police staff <strong>the</strong>y would find <strong>the</strong><br />

difference in procedure hard to understand or accept when all were attending <strong>the</strong> same<br />

incident. So would our staff.”<br />

2.88 In <strong>the</strong> context <strong>of</strong> this changing policing environment, we consider that <strong>the</strong><br />

time is overdue <strong>for</strong> a root and branch re<strong>for</strong>m <strong>of</strong> <strong>the</strong> employment status <strong>of</strong> police<br />

<strong>of</strong>ficers and <strong>the</strong> Regulations which govern complaints and discipline.<br />
