THE CASE FOR CHANGE “Staff will judge procedures by outcomes not intentions.” HMIC 4.1 The Inquiry’s terms of reference oblige us to look at professional standards and employment matters in the MPS. This chapter focuses on employment matters. 4.2 The MPS’ reputation for operational excellence is due to the exceptional efforts of the officers and staff who work for the Service. Of all the resources at the MPS’ disposal, people are by far the most valuable and can make the difference between success and failure. However, a committed workforce cannot and should not be taken for granted. It requires leadership, motivation and support.
