In addition to dividing work on the Project into three "sections" and limiting work to one<br />

section at a time (proceeding in order from Section 1 through Section 3), the Construction<br />

Sequence also expressly prescribed the phases in which each section would be built and the steps<br />

to be performed in each phase. Specifically, Phase 1 in each section was to widen the right (east)<br />

side <strong>of</strong> the roadway, expanding the right side and shoulder into a temporary two-lane road. This<br />

Phase 1 work was comprised <strong>of</strong> Steps 1 through 5 on the Construction Sequence, which<br />

included: clearing and grubbing the right side <strong>of</strong> the section; installing silt barrier fencing as<br />

needed; installing inlets, piping and sediment control devices; constructing the temporary travel<br />

lanes by excavating, placing rock, course aggregate, sub-base and bituminous concrete base<br />

course (“B.C.B.C.”); and ending Phase 1 by diverting traffic onto this "right side widening." 6<br />

Once traffic was diverted onto this new right side widening, Phase 2, permanent<br />

reconstruction <strong>of</strong> the left (west) side <strong>of</strong> the section began. In Phase 2, the contractor was to<br />

follow Steps 6 through 11 which (except for being permanent and on the left side) repeated the<br />

same work as in Steps 1 through 5 (i.e. clearing and grubbing; installing silt barrier fencing;<br />

installing inlets, piping and sediment control devices; constructing the new roadway up to the<br />

B.C.B.C. course; and ending Phase 2 by diverting traffic back on to this left side).<br />

Once the contractor redirected the traffic back onto the left side, Phase 3 began. This<br />

involved making the right side's improvements permanent by removing the B.C.B.C. from the<br />

temporary right side widening, reconstructing the right side (including more excavation, subbase<br />

and new B.C.B.C.), permanently seeding the right side cut and fill slopes, adjusting<br />

temporary traffic markings and ending Phase 3 by moving traffic onto the full width <strong>of</strong> the<br />

roadway in the section.<br />

6 Initial construction <strong>of</strong> the right side and right shoulder <strong>of</strong> the roadway was a critical first step because, once that<br />

was finished, the two lanes <strong>of</strong> traffic could flow freely while the contractor worked on permanent renovation <strong>of</strong> the<br />

left (west) side <strong>of</strong> the roadway.<br />
