c. Whenever a disclosure is made pursuant to the written request <strong>of</strong> astudent, the university shall, upon request, provide a copy <strong>of</strong> the disclosedrecord.2. Prior consent for disclosure not required. The university may, but need not,disclose personally identifiable information without the written consent <strong>of</strong> astudent if the disclosure is:a. To the student himself/herself, or to anyone who has the writtenpermission <strong>of</strong> the student.b. To university <strong>of</strong>ficials, including the heads <strong>of</strong> administrative departmentsas well as faculty members having classroom or advisory responsibility tothe student, provided that such <strong>of</strong>ficials have legitimate educationalinterests in the information. For purposes here<strong>of</strong>, "legitimate educationalinterest" shall mean any interest <strong>of</strong> those <strong>of</strong>ficials directly related to theperformance <strong>of</strong> their duties, but shall not include any interest having as itsprincipal source the personal prejudice <strong>of</strong> any such <strong>of</strong>ficial.c. To authorized representatives <strong>of</strong>: The Comptroller General <strong>of</strong> the UnitedStates; the Secretary <strong>of</strong> Health, Education and Welfare; the U.S.Commissioner <strong>of</strong> Education; the Director <strong>of</strong> the National Institute <strong>of</strong>Education, or the Assistant Secretary for Education; State educationalauthorities. It is provided that any such disclosures shall be only for use inconnection with the audit and evaluation <strong>of</strong> federally supported educationprograms, or in legal requirements relating to such programs. When thecollection <strong>of</strong> personally identifiable information is specifically authorizedby federal law, any data collected by <strong>of</strong>ficials hereunder shall be protectedin a manner which will not permit the personal identification <strong>of</strong> thestudent by other than those <strong>of</strong>ficials, and the personally identifiable datashall be destroyed when no longer need for such audit, evaluation orenforcement <strong>of</strong> or compliance with federal legal requirements.d. In connection with financial aid for which a student has applied or whichstudent has received, provided that personally identifiable informationfrom the education records <strong>of</strong> a student will be disclosed only as may benecessary to: determine eligibility for financial aid; determine the amount<strong>of</strong> financial aid; determine the conditions which will be imposedregarding the financial aid; or to enforce the terms or conditions <strong>of</strong> thefinancial aid.<strong>2011</strong> – <strong>2012</strong> COM Student Handbook
