sionals who become change agents and thereby impact the syst<strong>em</strong> of human services such that the larger society benefits.In view of the mission of <strong>Texas</strong> <strong>Southern</strong> <strong>University</strong> to transmit and create knowledge and to provide public service, theafor<strong>em</strong>entioned goals of the doctoral program in counselor education are achieved through the following specific objectives:1. Developing doctoral level students who are competent in their understanding of the theoretical and <strong>em</strong>piricalbases of the discipline of counseling;2. Assisting students in acquiring the necessary theoretical and <strong>em</strong>pirical understanding in fields related tocounseling such as education, psychology, and sociology;3. Assisting students in the acquisition of the professional competencies needed to facilitate the resolution of probl<strong>em</strong>sof the individual in one-on-one settings, as well as in the context of the group situation;4. Assisting the doctoral student in the development of leadership skills needed to make significant programmaticimpacts in the planning, organization and delivery of counseling services, especially in the inner-city, urbansetting;5. Assisting doctoral students in acquiring competencies in research and evaluation needed to resolve probl<strong>em</strong>s ofcounseling services in the urban community in particular and the educational and human service arena generally;and6. Preparing doctoral level counselors with the competencies needed to function effectively in mental health andsocial service agencies, especially those in the urban setting.SPECIALIZATION COMPONENTThe Specialization requires a minimum of thirty (30) s<strong>em</strong>ester credit hours directed toward the development of professionalcompetencies that graduates need to function effectively in the field of human services. The training exposes the student tothe theoretical and applied aspects of counseling which are presented to th<strong>em</strong> or acquired through several avenues, includingeducational technology, d<strong>em</strong>onstrations, laboratory courses, practice and internships.ADMISSION REQUIREMENTSCounselor Education Program<strong>Graduate</strong> School policies governing admission to the Doctor of Education degree program are followed in admitting studentsto Counselor Education. Students must apply for admission to the doctoral program through the <strong>Graduate</strong> School byfiling the general application form and the doctoral application with the <strong>Graduate</strong> School.Completed applications are reviewed by the College of Education Core faculty in the major area and the name of applicantsrecommended for admission are submitted to the <strong>Graduate</strong> School. Upon approval by the Dean of the <strong>Graduate</strong> School,applicants are notified of the action taken on their applications.CRITERIA FOR ADMISSIONMinimum requir<strong>em</strong>ents for admission to the Doctor of Education degree program:1. Have an earned master’s degree or its equivalent in a degree program with a grade point average of 3.25 (B+)from an accredited institution of higher education.2. Hold or earn, before completing the program, a teaching or administrative certificate, unless the area in which theindividual specializes does not require certification.3. Have a minimum of two (2) years of successful professional experience in teaching, administration, supervision,counseling or other career service, for example, personnel in business and industry, counselor, etc.4. Submit recommendations from at least three persons including two (2) college faculty m<strong>em</strong>bers in applicant’s mostrecent acad<strong>em</strong>ic program and at least one (I ) immediate supervisor of the applicant’s professional work.5. D<strong>em</strong>onstrate acceptable proficiency in the use of the English language based upon performance on a standardizedEnglish Proficiency Test. (Performance on the Verbal portion of the GRE may be considered as adequate by theDoctoral Admission Committee.)6. Have a personal interview with the department chair and faculty m<strong>em</strong>bers in the area of planned acad<strong>em</strong>icconcentration.7. Make a score of at least 500 on the TOEFL, if the applicant is a foreign student.115
