The test must be judged a “pass” by the examination committee in orderthat the candidate may be recommended to candidacy for the degree.Each part of the examination will be graded by at least two readers. Both readers must agree on at least a “pass” rating fora “pass” evaluation. For an “honors” rating both readers must give the “honors” rating. If one reader gives a “fail” ratingand the other gives a “pass” rating, then a third reader will be used. The student must take all four parts of the examinationwhen taken for the first time.During each subsequent examination, if needed, a student must take a test in all sections of the examination he/she failedto pass in the preceding att<strong>em</strong>pt.A doctoral student who fails the comprehensive examination the second time may petition for a third examination and thepetition must show a plan of action in which the petitioner will engage to enhance his/her chances for satisfactorily completingthe examination that was failed. The petition must be approved by the chairperson of the student’s doctoral committee,the department head, the Dean of the College of Education and the Dean of the <strong>Graduate</strong> School.A student who fails to pass the doctoral comprehensive examination or any part of it after the third att<strong>em</strong>pt will be automaticallydiscontinued as a student in the Doctor of Education degree program.DISSERTATION EXAMINATIONThe Dissertation Committee will be appointed by the Dean of the <strong>Graduate</strong> School upon the recommendation of the departmentand will include an outside graduate representative. There will be at least three m<strong>em</strong>bers on the Final Oral ExaminationCommittee. Certification of successful completion of the final oral examination of the dissertation requires the signatureof all m<strong>em</strong>bers of the dissertation committee. The examination is conducted by the department and, if failed, the candidat<strong>em</strong>ust petition the Dean of the <strong>Graduate</strong> School, through his department, for permission to take the examination a secondtime. A second examination will not be permitted within a period of one s<strong>em</strong>ester after a failure is recorded on the firstatt<strong>em</strong>pt. All changes in the dissertation suggested by the committee after the Oral Examination must be made before thedissertation can receive the final approval of the <strong>Graduate</strong> School. In addition to the dissertation, the student is requiredto condense the dissertation or a portion of it into a paper suitable for publication in a refereed journal. This paper mustaccompany the dissertation when it is presented to the m<strong>em</strong>bers of the committee. In addition, an abstract, not exceeding350 words must be prepared for submission to PROQUEST Information and Learning.TIME LIMIT FOR THE DOCTOR OF EDUCATION DEGREEAfter being admitted to a program leading to the Doctor of Education degree, a student will be allowed seven calendar yearsin which to complete all of the requir<strong>em</strong>ents for the degree including transferred credit and prior credit at <strong>Texas</strong> <strong>Southern</strong><strong>University</strong>.Continuation in the doctoral degree program beyond the seven-year limit must be approved by the student’s Doctoral DegreeAdvisory Committee and the Dean of the <strong>Graduate</strong> School. The maximum time allowed to complete the doctoral program,including an approved extension is eight calendar years. This time limit does not include work done as part of the requir<strong>em</strong>entsfor a master’s degree.Credits earned more than seven years prior to the date of completion of doctoral degree requir<strong>em</strong>ents at <strong>Texas</strong> <strong>Southern</strong><strong>University</strong> cannot be accepted toward the satisfaction of doctoral degree requir<strong>em</strong>ents.COURSE LOADThe average number of hours that may be scheduled by a full-time doctoral student is twelve in a regular s<strong>em</strong>ester and sixin a summer session. Those students who hold graduate assistantships, or those who are <strong>em</strong>ployed either full or part-time,or who have extended responsibilities in the home or community, will be restricted to a load not to exceed nine s<strong>em</strong>esterhours in a s<strong>em</strong>ester.TRANSFER OF CREDITThe following regulation governs acceptance of transfer credits:To transfer doctoral credits from another university to <strong>Texas</strong> <strong>Southern</strong> <strong>University</strong>, a stat<strong>em</strong>ent must be submitted tothe <strong>Texas</strong> <strong>Southern</strong> <strong>University</strong> <strong>Graduate</strong> School Office by the <strong>Graduate</strong> Dean, Registrar or Department Head at theinstitution from which the credits are being transferred, indicating that the credits were earned in a doctoral programof study at that institution. Not more than 15 s<strong>em</strong>ester hours of “B” (3.0) grade or better may be transferred.33
