Thirty (30) s<strong>em</strong>ester hour graduate program in supervision, which shall include:(1) Nine (9) s<strong>em</strong>ester hours in leadership for instructional improv<strong>em</strong>ent;(2) Twenty-one (21 ) s<strong>em</strong>ester hours in the resource area: intensive study of the context, methods, andtechniques of instruction; organization of the instructional program; and the selection, development,and use of materials for instruction.I. Valid <strong>Texas</strong> teacher certificate with an endors<strong>em</strong>ent or specialization in special education.B. Master’s degree in the field of education or a related field.C. Valid <strong>Texas</strong> supervisor or administrator certificate.D. Three years of acceptable teaching experience.E. Prior service provision: Persons who were assigned full-time responsibility for the supervision of local specialeducation programs for the three years immediately preceding the school year 1971-1972 may qualifyfor certification as special education supervisors if the following conditions are verified:(1 ) Master’s degree,(2) Valid <strong>Texas</strong> special education certificate and/ or valid <strong>Texas</strong> administrator or supervisor certificate,(3) Verification from a local superintendent on full-time special education supervisory responsibilitiesfor the three years immediately preceding the school year 1971-1972.Professional Mid-Manag<strong>em</strong>ent Administrator CertificateA. Master’s degreeB. Valid <strong>Texas</strong> teacher certificate, special education certificate, or vocational certificate which requires abachelor’s degree.C. Two years of acceptable classroom teaching experience.D. Completion of a common core of courses to include:(1) Fifteen (15) to eighteen (18) hours of graduate courses, open only to graduate students, designedto develop general administrative competencies in administrative theory and practice, curriculum,instructional supervision, school law, business manag<strong>em</strong>ent, and the administration of special andcompensatory education;(2) Nine (9) to twelve (12) s<strong>em</strong>ester hours of advanced credit earned after the baccalaureate degreein acad<strong>em</strong>ic areas of study such as sociology, anthropology, psychology, business administration,economics, or computer science to provide breadth and understanding of the role of the professionaladministrator.E. Completion of specialized school administrator preparation courses to include:(1) Fifteen (15) to eighteen (18) s<strong>em</strong>ester hours of graduate credit in courses open only to graduatestudents in areas of competency designed either for the position of principal or central administrator;(2) Each program for the preparation of the school principal shall include el<strong>em</strong>ents designed to provide competenciesin the administration of special education, reading, career education, and vocational-technical education.F.
