Page 3 <strong>of</strong> 6transferred-in should be returned to the Basic Supervision or CCP fund at the end <strong>of</strong> thefiscal year, unless the Interfund Transfer is required as a condition <strong>of</strong> a grant award, then thefull amount <strong>of</strong> the budgeted Interfund Transfer is to be physically transferred to the requiredprogram. In these situations, there are no excess funds, and no transfer back to the BasicSupervision or CCP fund is to be made. However, at year-end, if the CSCD can demonstratethat the total, amount that was transferred was not actually expended for the requiredpurpose, then, with approval from <strong>TDCJ</strong>-<strong>CJAD</strong>, the CSCD may return that unexpendedportion to Basic Supervision or CCP.Transfers to and from programs funded by <strong>TDCJ</strong>-<strong>CJAD</strong> should be done as follows:Basic Supervision: Transfers-Out to Community Corrections Programs, DiversionPrograms, or Treatment Alternative to Incarcerations Programs. Any Transfer-In wouldbe associated with the return <strong>of</strong> a previous Transfer-Out.Community Corrections: Transfers-Out to either Diversion Programs or TreatmentAlternative to Incarcerations Programs. Transfers-In will only come from the BasicSupervision Program. Adjusting the state aid revenue line in the individual CommunityCorrections Programs will complete any transfers between Community CorrectionsPrograms.Diversion Program: Transfers-Out are not allowed in the Diversion Programs.Transfers-In will be from either Basic Supervision or Community Corrections Programs.Treatment Alternative to Incarcerations Program: Transfers-Out are not allowed inthe Treatment Alternative to Incarcerations Program. Transfers-In will be from eitherBasic Supervision or Community Corrections Programs.E. Adjusted Fund Balance: Net amount <strong>of</strong> A through DREVENUESF. State Aid: Payments received from <strong>TDCJ</strong>-<strong>CJAD</strong> for program operations, Basic Supervisionpayments, CCP payments, DP payments, and TAIP payments - These funds are receivedfrom <strong>TDCJ</strong>-<strong>CJAD</strong> at the beginning <strong>of</strong> each quarter.G. SAFPF Payments: Payments received from <strong>TDCJ</strong>-<strong>CJAD</strong> for substance abuse felonypunishment facility aftercare caseloads. These payments are deposited and recorded in BasicSupervision only.H. Community Supervision Fees Collected: The <strong>Texas</strong> Code <strong>of</strong> <strong>Criminal</strong> Procedures, Article42.12, Section 19 (a) was amended allowing judges to set a fee <strong>of</strong> not less than $25 and notmore than $60 per month to be paid by the defendant during the community supervisionperiod. Supervision Fees received from <strong>of</strong>fenders in all programs are deposited and recordedin Basic Supervision only. Do not include any programmatic fees charged to <strong>of</strong>fenders.Supervision Fees are recorded as revenue during the fiscal year in which the fees are receivedby the CSCD, not during the fiscal year in which the fees are deposited in the county- 73 ­
