Community Supervision Tracking System (CSTS)Intermediate System (ISYS)Purpose:Chapter 60 <strong>of</strong> the <strong>Texas</strong> Code <strong>of</strong> <strong>Criminal</strong> Procedure mandates the creation <strong>of</strong> a comprehensiveincident-based tracking system for all <strong>of</strong>fenders in the <strong>Texas</strong> criminal justice system. Thetracking system is to contain information on all <strong>of</strong>fenders under supervision, includingindividuals under community supervision. This system, called the <strong>Criminal</strong> <strong>Justice</strong> InformationSystem (CJIS) has two components: the Corrections Tracking System (CTS), maintained by the<strong>Texas</strong> <strong>Department</strong> <strong>of</strong> <strong>Criminal</strong> <strong>Justice</strong>, and the Computerized <strong>Criminal</strong> History (CCH) system <strong>of</strong>the <strong>Texas</strong> <strong>Department</strong> <strong>of</strong> Public Safety.The Corrections Tracking System (CTS) contains information on all <strong>of</strong>fenders under thesupervision <strong>of</strong> criminal justice agencies in <strong>Texas</strong>. The Community Supervision Tracking System(CSTS) is the community supervision (adult probation) portion <strong>of</strong> CTS. CSTS contains detailedinformation on <strong>of</strong>fenders under community supervision in <strong>Texas</strong>. The Intermediate System(ISYS) was developed by <strong>CJAD</strong> to facilitate the data submission process to CSTS.CSTS/ISYS collect the following types <strong>of</strong> data: Offender demographics Offense Program participation Community Supervision data Supervision level Risk/needs score SCS score Probation <strong>of</strong>ficer dataAs this data becomes more complete, it will be used by <strong>TDCJ</strong> for the following purposes: Offender Pr<strong>of</strong>ile - <strong>Data</strong> is used in the Community <strong>Justice</strong> Plan process Program Evaluation - Programs will be evaluated utilizing CSTS data. Comparisongroups <strong>of</strong> <strong>of</strong>fenders not participating in programs will be developed and recidivismrates <strong>of</strong> comparison groups and program groups will be examined. Programevaluations will be utilized in future funding decisions. Funding: Direct <strong>of</strong>fender population and misdemeanor placements will be calculatedutilizing CSTS data. CSTS data will be used in calculating the allocation <strong>of</strong> Basic andCommunity Corrections funding. Caseload Report: The Caseload Report, required by the Legislative Budget Board,will be generated from CSTS data when the Officer Type field is fully populated andall <strong>of</strong>ficers are linked with <strong>of</strong>fenders in CSTS. Program Output Reports: Modified Program Output reports can be generated fromCSTS Program data when CSTS Program data is fully populated. Elimination <strong>of</strong> MCSCR: When CSTS is fully populated, transition to an electronicMCSCR will begin. The MCSCR will be generated based on CSTS data.<strong>Department</strong>s will review electronic report and approve on monthly basis.- 83 ­
