Distribution of Exclusions and Expulsions by EthnicityIn New Zealand during 2000–2011, exclusion rates were higher for Māori > Pacific >European > Asian students, while expulsion rates were generally higher for Pacific > Māori> European and Asian students. Exclusion rates declined for Māori and Pacific studentsduring this period, although exclusion and expulsion rates for European and Asianstudents were more static (Figure 54).Suspensions by BehaviourIn New Zealand during 2011, the most common reasons for a suspension were continualdisobedience (25.7%), the misuse of drugs or other substances (22.6%), or a physicalassault on other students (18.9%), which together accounted for 67.2% of all suspensions.Verbal assaults on staff and theft also made a smaller contribution (Figure 55).Midland Region Distribution and TrendsMidland Region vs. New ZealandAmongst the DHBs in the Midland Region during 2000–2011, there were no consistenttrends in stand-down rates, although rates in the Waikato and Tairawhiti were generallyhigher than the New Zealand rate, while rates in Lakes DHB were lower. Rates in Taranakiwere slightly higher than the New Zealand rate from 2005 onwards, while rates in the Bayof Plenty were lower from 2006 onwards. Suspension rates in the Midland DHBs varied,with rates during the late 2000s being similar to the New Zealand rate in the Bay of Plenty,Tairawhiti and Taranaki, but higher in Lakes DHB and the Waikato (Figure 56).There was large year to year variability in exclusion and expulsion rates amongst theDHBs in the Midland Region during 2000–2011, making precise interpretation of trendsdifficult (Figure 57).Distribution of Suspensions by EthnicityIn the Waikato during 2000–2011, suspension rates were higher for Māori > Pacific >European > Asian students, while in the Bay of Plenty, Lakes DHB, Tairawhiti andTaranaki rates were higher for Māori than for European students (Figure 58).Stand-downs Suspensions Exclusions and Expulsions - 141
