The <strong>report</strong>identifies key challenges facing services, including inconsistent mechanisms for identifying and determining eligibility forservices, gaps in the availability of specialist services, and lack of alignment with the evidence base in someprogrammes. It sets out the four key proposals for 2007 to 2012: establishing leadership, co-ordination, monitoring andevaluation; transitioning existing service provision to evidence-based, best-practice interventions; establishing anintensive, comprehensive behavioural service for three to seven year-olds; and building a shared infrastructure for thedelivery of specialist behavioural services.Ministry of <strong>Health</strong>. 1999.
