City-wide Proposals28. Specific proposals arising from the Strategy relating to People and Placesinclude the following priorities.People29. Sports development and outreach work are critical to increasing participationand to encouraging success, and as such are at least as important as buildingnew facilities. The following paragraphs summarise some of the mainproposals in the Strategy. These will be developed further as part of the CityCouncil’s Sports Development Plan.30. A high priority is the development of the concept of virtual Sports Villages,with a pilot being based in and around Burslem (the Northern Sports Village).This will bring together a number of different types of sport and recreationfacilities and various community and private sector partners, and will includeamongst others: Dimensions Leisure Centre, Port Vale FC, <strong>Stoke</strong> GymnasticsClub, Burslem Park and Haywood High School. The new partnership willseek to maximise opportunities for both the local community and <strong>Stoke</strong>-on-Trent as a whole in relation to the provision for high level sport. It will supportnew facility development and agree priorities for local investment. TheNorthern Sports Village Partnership concept now needs to be taken forward,initially by a scoping study which will include the testing of the ‘boundaries’ ofthe proposal. Arising from this, it is possible that the area will be expanded toincorporate other locations such as James Brindley and Brownhills schools.31. The concept will be replicated in other parts of <strong>Stoke</strong>-on-Trent with a SportsVillage Performance centred around Fenton, and a Southern Sports Villagecentred around Sandon. The Fenton “Sports Village Performance” concept isabout creating a range of high specification and quality sports facilities thatwill accommodate sport from grass roots through to the performance level. Itwill have the support of a number of major organisations such as the relevantNational Governing Bodies of Sport, Staffordshire University, the Sixth FormCollege, <strong>Stoke</strong> College, and NHS <strong>Stoke</strong> on Trent.32. The Fenton Manor site and adjoining land is currently subject to detailedfeasibility studies to determine the locations and sizes of the new school andPE Curriculum Building (University and Sixth Form), and the options toprovide other sports facilities. Ensuring that the facilities on site at FentonManor are capable of sustaining the overall levels of demand fromcommunity, school and University / Sixth Form use will be an important aspectof this.33.
