The National Service Act 1948 requiring compulsory military training was repealed.<br />

Royal Commission on Doctors' <strong>and</strong> Dentists' Remuneration, Cmnd.939, (chairman, Sir<br />

Harry Pilkington, later Lord) recommended a general increase <strong>of</strong> 21 per cent in pay;<br />

modifications in calculating the "pool" for general practitioners; <strong>and</strong> the setting up <strong>of</strong> a small<br />

st<strong>and</strong>ing review body, independent <strong>of</strong> the Ministry <strong>and</strong> the National <strong>Health</strong> Service, to keep<br />

doctors <strong>and</strong> dentists' pay under review <strong>and</strong> to make recommendations from time to time. See<br />

1962.<br />

Royal Commission on Local Government in Greater London, Cmnd.1164, (chairman,<br />

Sir Edwin Herbert, later Lord Tangley) criticised the current arrangements as full <strong>of</strong><br />

anomalies with overlapping <strong>and</strong> gaps in responsibilities, <strong>and</strong> recommended a two-tier system<br />

with as many services as possible in the h<strong>and</strong>s <strong>of</strong> borough councils. See 1963.<br />

The Central Advisory Council (Engl<strong>and</strong>) on the Education <strong>of</strong> Boys <strong>and</strong> Girls aged 15<br />

to 18 Years (chairman, Sir Ge<strong>of</strong>frey Crowther), in its report "15 to 18", supported the three<br />

streams <strong>of</strong> secondary education; recommended that the school leaving age should be raised to<br />

16; <strong>and</strong> that there should be compulsory part-time education in county colleges for those<br />

young people not going on to further or higher education. See 1963.<br />

The Committee on the Youth Service in Engl<strong>and</strong> <strong>and</strong> Wales, Cmnd.929, (chairman,<br />

Countess Albemarle) recommended a strengthening <strong>of</strong> the Youth Service which should be<br />

available to all young people from the year before the minimum school leaving age up to the<br />

age <strong>of</strong> 20 years.
