The Department <strong>of</strong> Education <strong>and</strong> Employment published "Learning to Compete:<br />

Education <strong>and</strong> Training for 14 - 19 Year-olds", proposing the establishment <strong>of</strong> national<br />

traineeships <strong>and</strong> the introduction <strong>of</strong> learning credits. See 1997.<br />

House <strong>of</strong> Commons Select Committee reported on "Long Term Care: Future Provision<br />

<strong>and</strong> Funding". See below <strong>and</strong> 1997.<br />

A consultation paper "A New Partnership for Care in Old Age", Cm.3242, discussed<br />

costs <strong>of</strong> residential care for frail elderly people. See 1997.<br />

The European member states <strong>of</strong> the World <strong>Health</strong> Organisation issued the Ljubljana<br />

Charter setting out the principles which should underlie current health care systems. The first<br />

was that "health care should first <strong>and</strong> foremost lead to better health <strong>and</strong> quality <strong>of</strong> life for<br />

Widespread concern about the link between bovine spongiform encephalopathy (BSE)<br />

<strong>and</strong> Creutzfeldt-Jakob disease (CJD).<br />

The Royal College <strong>of</strong> Paediatrics <strong>and</strong> Child <strong>Health</strong> founded.<br />

Academy <strong>of</strong> Medical Royal Colleges formed.<br />

1997 The first Minister <strong>of</strong> <strong>Public</strong> <strong>Health</strong> (Tessa Jowell) appointed, <strong>and</strong> a health strategy was<br />

developed to break the cycle <strong>of</strong> ill health due to poverty <strong>and</strong> deprivation (see 1840, 1980, <strong>and</strong><br />

Justices <strong>of</strong> the Peace Act (c.25) consolidated previous acts.<br />

Local Government <strong>and</strong> Rating Act (c.29) made further provisions about non-domestic<br />

rating, <strong>and</strong> parish councils.<br />

Education Act (c.44) amended the 1996 act in relation to school discipline; <strong>and</strong> the<br />

supervision <strong>of</strong> external academic <strong>and</strong> vocational qualifications. See 1998.<br />

Education (Schools) Act (c.59) ended the scheme <strong>of</strong> assisted places in Engl<strong>and</strong>, Wales<br />

National <strong>Health</strong> Service (Primary Care) Act (c.46) provided for pilot schemes for the<br />

provision, within the NHS, <strong>of</strong> medical, dental or pharmaceutical services. See 1999.<br />

National <strong>Health</strong> Service (Private Finance) Act (c.56) enabled NHS Trusts to enter into<br />

financial agreements.<br />

Nurses, Midwives <strong>and</strong> <strong>Health</strong> Visitors Act (c.24) amended <strong>and</strong> consolidated the 1979<br />

act.<br />

Pharmacists (Fitness to Practice) Act (c.19) established a new committee <strong>of</strong> the Royal<br />

Pharmaceutical Society <strong>of</strong> Great Britain to consider allegations against registered pharmacists<br />

<strong>of</strong> unfitness to practise due to ill health, <strong>and</strong> to take any necessary action.<br />

Town <strong>and</strong> Country Planning (Scotl<strong>and</strong>) Act (c.8) amended <strong>and</strong> consolidated previous<br />

acts.<br />

Crime <strong>and</strong> Punishment (Scotl<strong>and</strong>) Act (c.48) contained various amendments <strong>and</strong><br />

additional provisions.<br />

Police Act (c.50) established <strong>and</strong> set out the functions <strong>of</strong> the National Criminal<br />

Intelligence Service <strong>and</strong> the National Crime Squad.<br />

Protection from Harassment Act (c.40) provided for the protection <strong>of</strong> persons from<br />

harassment <strong>and</strong> similar contacts.<br />

Sex Offenders Act (c.51) required sex <strong>of</strong>fenders to notify the police <strong>of</strong> change <strong>of</strong> name<br />

<strong>and</strong> address.<br />

The Department <strong>of</strong> <strong>Health</strong> transferred management responsibility for the <strong>Health</strong>
