1986 cont Ministry <strong>of</strong> Agriculture introduced regulations governing the supply, storage <strong>and</strong><br />

use <strong>of</strong> pesticides in agriculture, forestry, parks, domestic gardens <strong>and</strong> allotments. See 1998.<br />

The Committee <strong>of</strong> Enquiry on the Conduct <strong>of</strong> Local Authority Business (chairman, D<br />

Widdicombe), Cmnd.9798, recommended the introduction <strong>of</strong> a code requiring councillors to<br />

act within the law <strong>and</strong> in the public's rather than sectional interest; greater openness about<br />

party political groups <strong>and</strong> their discussions; registration <strong>of</strong> councillors' interests; the right <strong>of</strong><br />

the public to attend meetings <strong>and</strong> see documents <strong>of</strong> committees taking decisions on behalf <strong>of</strong><br />

the council; legal powers for chief executives to ensure that council business was conducted<br />

fairly; <strong>and</strong> that local authority employees at the rank <strong>of</strong> principal <strong>of</strong>ficer <strong>and</strong> above should be<br />

barred from seeking election in neighbouring authorities. See 1988 <strong>and</strong> 1989.<br />

The Department <strong>of</strong> <strong>Health</strong> <strong>and</strong> Social Security published a Green Paper, "Primary<br />

<strong>Health</strong> Care. An Agenda for Discussion", Cmnd.9771, suggesting ways in which primary<br />

health care might be improved, made more responsive to the public <strong>and</strong> be more involved in<br />

prevention <strong>and</strong> the promotion <strong>of</strong> health. See 1987.<br />

The Department also published "Neighbourhood Nursing. A Focus for Care"<br />

(chairwoman, J Cumberlege, later Baroness) which called for resources to be transferred from<br />

hospital expenditure to the community health services; supported nurse prescribing <strong>and</strong> nurse<br />

practitioners; <strong>and</strong> recommended formal agreements between general practitioners <strong>and</strong><br />

community nurses, <strong>and</strong> a more pluralistic concept <strong>of</strong> primary care. See 1987.<br />

An Independent Working Party <strong>of</strong> the Department <strong>of</strong> <strong>Health</strong> <strong>and</strong> Social Security on<br />

Artificial Limb <strong>and</strong> Appliance Centre Services (chairman, I McColl, later Lord)<br />

recommended the creation <strong>of</strong> a new Management Board to control <strong>and</strong> manage the services;<br />

that the services should be made more accessible to the patients; <strong>and</strong> that the pr<strong>of</strong>essional<br />

status <strong>and</strong> training <strong>of</strong> prosthetists should be upgraded. See 1987.<br />

The Committee <strong>of</strong> Inquiry into Unnecessary Dental Treatment (chairman, SG<br />

Schanschieff) reported. See 1994.<br />

The Committees <strong>of</strong> Inquiry into the outbreak <strong>of</strong> food poisoning at Stanley Royd<br />

Hospital (1984), <strong>and</strong> <strong>of</strong> the outbreak <strong>of</strong> legionnaires disease in Stafford, Cmnd.9772,<br />

published.<br />

"Making a Reality <strong>of</strong> Community Care", published by the Audit Commission, called<br />

for radical changes within the NHS <strong>and</strong> local government arrangements; <strong>and</strong> suggested that<br />

responsibility <strong>and</strong> financing for services for mentally <strong>and</strong> physically h<strong>and</strong>icapped people,<br />

frail elderly people <strong>and</strong> mentally ill people in the community should be clearly defined. See<br />

1988.<br />

The NHS Training Authority (chairmen, Sir John Donne) published "Better<br />

Management, Better <strong>Health</strong>" reviewing management education, training <strong>and</strong> development in<br />

the NHS.<br />

The Department <strong>of</strong> <strong>Health</strong> <strong>and</strong> Social Security published "A National Strategic<br />

Framework for Information Management in the Hospital <strong>and</strong> Community <strong>Health</strong> Services".<br />

Report <strong>of</strong> a Committee on HIV Infection <strong>and</strong> Intravenous Drug Misuse in Scotl<strong>and</strong><br />

(chairman, DBL McLell<strong>and</strong>), published. See below <strong>and</strong> 1987.<br />

The UK Central Council for Nursing, Midwifery <strong>and</strong> <strong>Health</strong> Visiting published<br />

"Project 2000. A New Preparation for Practice" recommending that nurses in training should<br />

have student status, bursaries <strong>and</strong> a supernumerary position on the wards. Implementation<br />
