difficulties <strong>and</strong> friction in collaborating effectively within the existing structures; <strong>and</strong><br />

resentment <strong>and</strong> confusion among the people who seek help from the services. See 1968.<br />

1965 cont The first degree in environmental health started at Aston CAT, later University.<br />

The universities <strong>of</strong> Kent <strong>and</strong> Warwick founded.<br />

1966 Ten per cent sample census held on April 24th included new questions on car<br />

ownership, travel to work <strong>and</strong> employment in addition to main occupation.<br />

Local Government Act (c.42) <strong>and</strong> Local Government (Scotl<strong>and</strong>) Act (c.51) changed the<br />

rate support <strong>and</strong> other grants to local government. See 1969.<br />

National <strong>Health</strong> Service Act (c.8) set up the General Practice Finance Corporation in<br />

1967; <strong>and</strong> permitted the payment <strong>of</strong> family doctors by salary in limited circumstances.<br />

Ministry <strong>of</strong> Social Security Act (c.20) replaced the Ministry <strong>of</strong> Pensions <strong>and</strong> National<br />

Insurance; the National Assistance Board became the Supplementary Benefits Commission;<br />

<strong>and</strong> a right, after means testing, to non-contributory benefits <strong>and</strong> allowances was introduced.<br />

Tribunals <strong>and</strong> Inquiries Act (c.43) enabled non-statutory inquiries to be carried out<br />

subject to the Council on Tribunals (see 1957).<br />

Veterinary Surgeons Act (c.36) consolidated previous legislation; reconstituted the<br />

Council <strong>of</strong> the Royal College <strong>of</strong> Veterinary Surgeons; <strong>and</strong> created a special disciplinary<br />

committee.<br />

Housing (Scotl<strong>and</strong>) Act (c.49) consolidated <strong>and</strong> amended previous acts. See 1971.<br />

Rating Act (1966) (c.9) allowed for rate rebates for those in need. See 1971.<br />

Departmental Committee on Legal Aid in Criminal Proceedings, Cmnd.2934,<br />

(chairman, Mr Justice Widgery) reported. See 1974.<br />

Ministry <strong>of</strong> <strong>Health</strong> published revisions <strong>of</strong> the hospital building plan, Cmnd.3000, <strong>and</strong><br />

<strong>of</strong> the health <strong>and</strong> welfare plans, Cmnd.3022, (see 1962 <strong>and</strong> 1963). The hospital document<br />

discussed st<strong>and</strong>ards <strong>of</strong> provision. A review <strong>of</strong> the hospital plan for Scotl<strong>and</strong> was also<br />

published.<br />

After the publication <strong>of</strong> the seventh report <strong>of</strong> the Review Body on Doctors' <strong>and</strong><br />

Dentists' Remuneration, Cmnd.2992, the negotiations over family doctor's contracts (see<br />

1965) were concluded. Changes introduced included the abolition <strong>of</strong> the "Central Pool";<br />

direct payments to practices <strong>of</strong> the major costs <strong>of</strong> ancillary help they employed; the<br />

establishment <strong>of</strong> an independent finance corporation to make loans for the purchase, erection<br />

or improvement <strong>of</strong> practice premises (see above); basic practice allowances; separate<br />

payment for services at night <strong>and</strong> weekends; fees for certain items <strong>of</strong> service; changes in<br />

regard to dispensing; <strong>and</strong> in the arrangements for investigating alleged breaches <strong>of</strong> the<br />

doctors' contracts. See 1968.<br />

The Royal Commission on Medical Education (chairman, Lord Todd) addressed an<br />

interim memor<strong>and</strong>um to the Secretary <strong>of</strong> <strong>State</strong> for Education <strong>and</strong> Science recommending an<br />

increase in the number <strong>of</strong> medical students (see 1957). See 1968.<br />

The Committee on the Administrative Practice <strong>of</strong> Hospital Boards in Scotl<strong>and</strong><br />

(chairman, WM Farquharson-Lang) criticised the current committee structure <strong>and</strong> the powers<br />

<strong>of</strong> senior <strong>of</strong>ficers, <strong>and</strong> suggested that posts <strong>of</strong> chief executives should be established to which<br />

either a lay or pr<strong>of</strong>essional person might be appointed depending upon his/her ability <strong>and</strong><br />

experience as a manager rather than his/her pr<strong>of</strong>essional qualifications. See 1967.
