1964 cont Council for National Academic Awards (CNAA) was established by Royal<br />

Charter as a self-governing body to award degrees to students successfully completing<br />

approved courses <strong>and</strong> examinations in institutions that were not universities. See 1974.<br />

A voluntary national scheme for the notification <strong>of</strong> congenital abnormalities set up in<br />

Engl<strong>and</strong> <strong>and</strong> Wales (see 1961).<br />

Outbreak <strong>of</strong> typhoid in Aberdeen, with more than 400 persons infected, traced to<br />

contaminated tins <strong>of</strong> corned beef (see report, Cmnd.2542).<br />

First successful coronary bypass graft carried out in Texas.<br />

Helen Brook set up Brook Clinics in London, Bristol <strong>and</strong> Birmingham to give<br />

contraceptive <strong>and</strong> other advice to unmarried women <strong>and</strong> young girls. See 1973.<br />

"Human Relations <strong>and</strong> Hospital Care", by Ann Cartwright, published.<br />

"The Home <strong>and</strong> the School", a report by JWB Douglas, showed the adverse effects <strong>of</strong><br />

poor housing, irregular health, large families, lack <strong>of</strong> use <strong>of</strong> health <strong>and</strong> social services <strong>and</strong> <strong>of</strong><br />

home encouragement had on school attendance, learning <strong>and</strong> achievement.<br />

Essex, Lancaster <strong>and</strong> Strathclyde universities founded.<br />

A free vote in the House <strong>of</strong> Commons abolished the death penalty for murder; became<br />

Rent Act (c.75) reintroduced rent control for the majority <strong>of</strong> privately owned<br />

Race Relations Act (c.73) prohibited discrimination on racial grounds in places <strong>of</strong><br />

public resort <strong>and</strong> in regard to tenancies; made incitement to racial hatred an <strong>of</strong>fence; <strong>and</strong><br />

constituted the Race Relations Board. See 1968.<br />

Matrimonial Causes Act (c.72) consolidated <strong>and</strong> amended previous acts. See 1969<br />

Trades Disputes Act (c.48) increased the legal immunities <strong>of</strong> trade unions. See 1968.<br />

Dangerous Drugs Act (c.15) consolidated <strong>and</strong> amended previous acts. See 1967.<br />

Nuclear Installations Act (1965 Eliz.II, c.57) required the licensing <strong>of</strong> the installation<br />

<strong>and</strong> operation <strong>of</strong> any nuclear reactor, except those <strong>of</strong> the UK Atomic Energy Authority. See<br />

1970.<br />

The Greater London Council became operational (see 1963). See 1978.<br />

The Committee on Housing in Greater London, Cmnd.2605, (chairman, Sir Milner<br />

Holl<strong>and</strong>) reviewed in renting accommodation in London including abuses <strong>of</strong> tenants <strong>and</strong><br />

security <strong>of</strong> tenure; <strong>and</strong> made recommendations about future housing need <strong>and</strong> provisions to
