1973 cont The Joint Working Party on the General Medical Services (chairman, Sir George<br />

Godber) recommended further development <strong>and</strong> improvements in appointment systems;<br />

deputising arrangements; <strong>and</strong> diagnostic support for general practice.<br />

The Working Party on the Remedial Pr<strong>of</strong>essions (chairman, EL McMillan) highlighted<br />

the disappointment <strong>of</strong> members <strong>of</strong> the remedial pr<strong>of</strong>essions at the lack <strong>of</strong> constructive<br />

proposals in the Tunbridge report (1972) for their future; recommended the development <strong>of</strong> a<br />

comprehensive <strong>and</strong> unified therapy pr<strong>of</strong>ession; <strong>and</strong> that there should be increased<br />

pr<strong>of</strong>essional <strong>and</strong> managerial responsibility, a new career <strong>and</strong> salary structure, new methods <strong>of</strong><br />

training, increased use <strong>and</strong> recognition <strong>of</strong> aides, <strong>and</strong> research into the value <strong>of</strong> remedial<br />

treatments.<br />

The Remedial Pr<strong>of</strong>essions Committee (chairman, HA Burt) <strong>of</strong> the Council for<br />

Pr<strong>of</strong>essions Supplementary to <strong>Medicine</strong>, issued a report responding to the recommendations<br />

<strong>of</strong> the Tunbridge <strong>and</strong> Mair reports (see 1972).<br />

The Ministry <strong>of</strong> Defence published a report on the Defence Medical Services<br />

discussing career structures <strong>and</strong> the training <strong>of</strong> doctors, dentists <strong>and</strong> nurses, the provision <strong>of</strong><br />

service hospitals <strong>and</strong> administrative details <strong>of</strong> the medical services.<br />

The Department <strong>of</strong> Employment issued a consultative document, "The Quota Scheme<br />

for Disabled People", which reviewed its current operation <strong>and</strong> discussed possible changes.<br />

The report <strong>of</strong> the enquiry into the care <strong>of</strong> patients at Napsbury Hospital, St Albans,<br />

A report <strong>of</strong> the Population Panel recommended that family planning services should be<br />

integrated with the NHS. See 1974.<br />

The Scottish Home <strong>and</strong> <strong>Health</strong> Department set up a chief scientist's organisation with<br />

Sir Andrew Kay as the chief scientist.<br />

The Department <strong>of</strong> <strong>Health</strong> <strong>and</strong> Social Security designated Demonstration Centres in<br />

Rehabilitation, to serve as foci for the development <strong>of</strong> services in the regions. See 1986.<br />

The Department <strong>of</strong> <strong>Health</strong> <strong>and</strong> Social Security published reports on conferences held<br />

on "The Care <strong>of</strong> the Dying" <strong>and</strong> on "Providing a Comprehensive District Psychiatric Service<br />

for the Adult Mentally Ill".<br />

Personal Social Services Council established.<br />

The Crossroads Care Attendant Schemes began.<br />

An Expert Committee <strong>of</strong> the World <strong>Health</strong> Organization reported on "Postgraduate<br />

Education <strong>and</strong> Training in <strong>Public</strong> <strong>Health</strong>", Technical Report Series No.533. The Committee<br />

foresaw "schools providing public health education becoming increasingly involved in<br />

assessing health problems <strong>and</strong> manpower needs, evaluating services, <strong>and</strong> devising more<br />

effective methods <strong>of</strong> planning, managing, <strong>and</strong> evaluating health care delivery systems. They<br />

will undertake these activities both for their own research <strong>and</strong> information needs <strong>and</strong> in a<br />

consultative capacity for health authorities". The report made recommendations about<br />

training programmes; the training <strong>of</strong> teachers; structure <strong>and</strong> management <strong>of</strong> institutions<br />

providing public health training; <strong>and</strong> included a report on current schools <strong>of</strong> public health.<br />

Four cases <strong>of</strong> smallpox (with two deaths) occurred in connection with a laboratory<br />

infection at the London School <strong>of</strong> Hygiene <strong>and</strong> Tropical <strong>Medicine</strong>; one other case was<br />

reported in a person who had returned recently from Calcutta. See 1978.<br />

There was an outbreak <strong>of</strong> legionnaires disease involving people who had returned from
