1965 cont to move out tenants whose tenancy agreements came under previous rent control<br />

legislation. In particular the name <strong>of</strong> Peree Rackman was associated with these practices, <strong>and</strong><br />

this led to the term "Rackmanism" being applied to them.<br />

The Departmental Committee on Jury Service, Cmnd.2627, (chairman, Lord Morris)<br />

recommended that the basic qualification for jury service should be citizenship as evidenced<br />

by inclusion in the electoral register as a parliamentary elector, <strong>and</strong> that the upper age limit<br />

should be extended to 65 years. See 1972.<br />

The Committee on Social Studies, Cmnd.2660, (chairman, Lord Heyworth)<br />

recommended government support for more social science research; improvements in the<br />

government's social statistics <strong>and</strong> in the use made <strong>of</strong> them; <strong>and</strong> the establishment <strong>of</strong> a Social<br />

Science Research Council. The Council was established that year, with Michael Young (later<br />

Lord) as chairman. See 1982.<br />

The British Medical Association set out in "A Charter for Family Doctors" suggestions<br />

for changes in the pay <strong>and</strong> contracts <strong>of</strong> general practitioners; the development <strong>of</strong> support<br />

services; improvements in premises <strong>and</strong> equipment with the establishment <strong>of</strong> an independent<br />

corporation to provide funds; <strong>and</strong> direct reimbursement <strong>of</strong> expenditure on staff <strong>and</strong><br />

maintenance <strong>of</strong> premises. See 1966.<br />

The College <strong>of</strong> General Practitioners published "Special Vocational Training for<br />

General Practice". See 1972.<br />

The Sub-Committee on The St<strong>and</strong>ardisation <strong>of</strong> Hospital Medical Records (chairman,<br />

RE (later Sir) Tunbridge) <strong>of</strong> the St<strong>and</strong>ing Medical Advisory Committee reported.<br />

The Report <strong>of</strong> the Committee on the Assessment <strong>of</strong> Disablement, Cmnd.2847,<br />

(chairman, Lord McCorquodale), reviewed the assessment <strong>of</strong> "percentage <strong>of</strong> disability" for<br />

the purposes <strong>of</strong> awarding compensation <strong>and</strong> pensions under the war pensions <strong>and</strong> industrial<br />

injuries schemes; <strong>and</strong> broadly commended current practice. See 1981.<br />

Regional Staff Committees were established <strong>and</strong> regional staff <strong>of</strong>ficers appointed (see<br />

1963); these replaced <strong>and</strong> extended the work <strong>of</strong> the staff advisory committees set up in 1959.<br />

Hospital Activity Analysis (HAA) introduced in Engl<strong>and</strong> <strong>and</strong> Wales. The system<br />

recorded for each hospital inpatient (except for maternity <strong>and</strong> mental illness patients) his/her<br />

date <strong>of</strong> birth, sex, marital status, area <strong>of</strong> residence, length <strong>of</strong> stay, hospital, specialty <strong>and</strong><br />

consultant. See 1985.<br />

<strong>Health</strong> Services Research <strong>and</strong> Intelligence Unit established in Scotl<strong>and</strong>, under the<br />

direction <strong>of</strong> MA Heasman <strong>and</strong> JB Hume, to collect <strong>and</strong> analyse information about all aspects<br />

<strong>of</strong> the health services. See 1967.<br />

Confidential Enquiry into Maternal Deaths began in Scotl<strong>and</strong>.<br />

Eighth Revision <strong>of</strong> the International Classification <strong>of</strong> Diseases introduced major<br />

changes. See 1968.<br />

A Ministry <strong>of</strong> <strong>Health</strong> circular (MH15/65) invited local authorities <strong>and</strong> water<br />

undertakings to initiate fluoridation. See 1969.<br />

A Ministry <strong>of</strong> <strong>Health</strong> Working Party recommended the establishment <strong>of</strong> 10 to 20<br />

centres to provide intermittent renal dialysis.<br />
