1969 cont A Joint Sub-Committee on People with Epilepsy (chairman, JJA Reid, 1925-94,<br />
later Sir John <strong>and</strong> chief medical <strong>of</strong>ficer, Scotl<strong>and</strong>) <strong>of</strong> the Central <strong>Health</strong> Services Council <strong>and</strong><br />
the Advisory Committee on the <strong>Health</strong> <strong>and</strong> <strong>Welfare</strong> <strong>of</strong> H<strong>and</strong>icapped Persons recommended<br />
the expansion <strong>of</strong> services <strong>and</strong> the creation <strong>of</strong> 5 or 6 special centres for those people with<br />
epilepsy whose care <strong>and</strong> management presented particular problems.<br />
The Scottish Consultants Review <strong>of</strong> In-Patient Statistics (SCRIPS) introduced in<br />
Scotl<strong>and</strong>; ab<strong>and</strong>oned in 1979.<br />
A Scottish Working Party on Suggestions <strong>and</strong> Complaints in Hospitals (chairman, EUE<br />
Elliott-Binns) recommended a new complaints procedure which was adopted in 1970. See<br />

A Committee <strong>of</strong> the National Council <strong>of</strong> Social Service <strong>and</strong> the National Institute <strong>of</strong><br />
Social Work Training on The Voluntary Worker in the Social Services (chairwoman, Miss<br />
(later Dame) GM Aves) reported.<br />
International <strong>Health</strong> Regulations replaced the previous International Sanitary<br />
Regulations (1951) dealing with cholera, plague, smallpox <strong>and</strong> yellow fever.<br />
The World <strong>Health</strong> Organization published "The Teaching <strong>of</strong> <strong>Public</strong> <strong>Health</strong> in Europe"<br />
by JD Cottrell which described the teaching in 27 European countries including the USSR.<br />

The World <strong>Health</strong> Organization published a report <strong>of</strong> an Expert Committee on Medical<br />
Rehabilitation (Technical Report Series No. 419), following up the report <strong>of</strong> 1958. The new<br />
report defined rehabilitation as "the combined <strong>and</strong> co-ordinated use <strong>of</strong> medical, social,<br />
educational, <strong>and</strong> vocational measures for training or retraining the individual to the highest<br />
possible level <strong>of</strong> functional ability". It set out proposals for the organisation <strong>of</strong> medical<br />
rehabilitation services; <strong>and</strong> recommended that every faculty <strong>of</strong> medicine should create a chair<br />
<strong>of</strong> rehabilitation medicine. See 1972 <strong>and</strong> 1973.<br />
The Committee on Research into Fluoridation produced further evidence <strong>of</strong> the<br />
benefits <strong>of</strong> fluoridation - "none <strong>of</strong>fers such certainty <strong>of</strong> general improvement in the teeth <strong>of</strong><br />

Bachelor <strong>of</strong> Nursing degree introduced by Manchester University. See 1972.<br />
In "Change <strong>and</strong> the National <strong>Health</strong> Service", published in the Scottish Medical Journal<br />
(14, 130-144), JHF Brotherston (1967) argued the case for the reorganisation <strong>of</strong> the NHS. He<br />
identified two crucial reasons for developing an integrated health service - the practice <strong>of</strong><br />
preventive <strong>and</strong> <strong>of</strong> curative medicine should be closely linked with greater involvement <strong>of</strong><br />
general practitioners <strong>and</strong> consultants, <strong>and</strong> the traditional epidemiological <strong>and</strong> public health<br />
approaches <strong>of</strong> the medical <strong>of</strong>ficer <strong>of</strong> health were increasingly required in the effective<br />
planning <strong>and</strong> evaluation <strong>of</strong> medical care services.<br />
In "Tomorrow's Community Physician", published in The Lancet (2, 811-816), JN<br />
Morris (1948) set out the future role <strong>of</strong> community physicians. Morris saw the community<br />
physician as epidemiologist, community counsellor <strong>and</strong> administrator <strong>of</strong> local medical<br />
services; <strong>and</strong> as a pr<strong>of</strong>essional man <strong>and</strong> a public servant taking on <strong>and</strong> extending "the<br />
traditional tasks <strong>of</strong> the medical <strong>of</strong>ficer <strong>of</strong> health as teacher, watchdog <strong>and</strong> trouble maker."<br />

ages via correspondence, broadcasting, tutoring <strong>and</strong> short residential blocks.<br />
