1977 cont features for a satisfactory learning <strong>and</strong> teaching setting; teacher/learner ratios; <strong>and</strong><br />

the aims <strong>and</strong> objectives for each period <strong>of</strong> training experience. See 1986.<br />

The Committee <strong>of</strong> Inquiry, supported by the Joseph Rowntree Memorial <strong>and</strong> the<br />

Carnegie (UK) Trusts, on the Future <strong>of</strong> Voluntary Organisations (chairman, Lord Wolfenden,<br />

see 1957) estimated that the voluntary contribution on behalf <strong>of</strong> or in place <strong>of</strong> various <strong>of</strong>ficial<br />

organisations to be <strong>of</strong> the order <strong>of</strong> 16 million hours <strong>of</strong> work per week; <strong>and</strong> recommended that<br />

more public money should be paid to voluntary organisations as their efforts were unevenly<br />

distributed <strong>and</strong> left many needs unmet. See 1981 ("Care in Action" <strong>and</strong> 1982 "A Happier Old<br />

Age").<br />

The Communicable Disease Surveillance Centre (CDSC) (director NS Galbraith) set<br />

up at Colindale, London, by the <strong>Public</strong> <strong>Health</strong> Laboratory Service to coordinate the<br />

investigation <strong>and</strong> control <strong>of</strong> communicable diseases in Engl<strong>and</strong> <strong>and</strong> Wales. See 1982.<br />

The London <strong>Health</strong> Planning Consortium was established as an "<strong>of</strong>ficer group" <strong>of</strong> the<br />

four Thames regional boards, the London postgraduate hospitals, London University, the<br />

University Grants Committee <strong>and</strong> the Department <strong>of</strong> <strong>Health</strong> <strong>and</strong> Social Security to coordinate<br />

planning in the London metropolitan area. See 1981.<br />

The Association <strong>of</strong> Community <strong>Health</strong> Councils formed.<br />

The Joint Committee on Vaccination <strong>and</strong> Immunisation issued a reassuring report on<br />

the relative safety <strong>of</strong> pertussis vaccine (see 1974).<br />

Campylobacter pyloridis (later called helicobacter pylori) recognised as a common<br />

cause <strong>of</strong> enteritis <strong>and</strong> diarrhoea.<br />

First cases <strong>of</strong> Legionnaires' disease to arise in the UK occurred in Nottingham.<br />

London University <strong>of</strong>fered its first degree in nursing studies.<br />

The Royal Association for Disability <strong>and</strong> Rehabilitation (RADAR) replaced the Central<br />

Council for the Disabled.<br />

The Royal College <strong>of</strong> General Practitioners published "Trends in General Practice".<br />

1978 Scotl<strong>and</strong> Act (c.51) provided for changes in the government <strong>of</strong> Scotl<strong>and</strong> with the<br />

establishment <strong>of</strong> a Scottish Assembly <strong>and</strong> Executive. The act was repealed in 1979 after a<br />

referendum found there was insufficient support for the changes. See 1998.<br />

Wales Act (c.52) provided for changes in the government <strong>of</strong> Wales but was repealed in<br />

1979. See 1998.<br />

National <strong>Health</strong> Service (Scotl<strong>and</strong>) Act (c.29) consolidated previous legislation. See<br />

1997.<br />

Medical Act (c.12) reconstituted the General Medical Council to provide a majority <strong>of</strong><br />

members elected by the pr<strong>of</strong>ession; introduced limited registration for overseas graduates;<br />

extended the functions <strong>of</strong> the Council to coordinate all stages <strong>of</strong> medical <strong>and</strong> specialist<br />

education; <strong>and</strong> provided for the suspension <strong>of</strong> the registration <strong>of</strong> doctors on grounds <strong>of</strong> their<br />

ill-health. See 1983.<br />

Adoption (Scotl<strong>and</strong>) Act (c.28) amended <strong>and</strong> consolidated the legislation.<br />

Home Purchase Assistance <strong>and</strong> Housing Corporation Guarantee Act (c.27) provided<br />

for financial help to be given to first-time buyers <strong>and</strong> increased the value <strong>of</strong> loans to housing<br />

associations which could be guaranteed by the Housing Corporation. See 1980.<br />

Inner Urban Areas Act (c.50) designated districts <strong>of</strong> deprivation for special treatment.<br />

Protection <strong>of</strong> Children Act (c.37) made the taking, distributing or showing <strong>of</strong> indecent<br />

photographs <strong>and</strong> films <strong>of</strong> children an <strong>of</strong>fence. See 1980.<br />

Rating (Disabled Persons) Act (c.40) amended the law relating to relief from rates in
