The Great Exhibition, inspired by Prince Albert <strong>and</strong> held in the Crystal Palace in Hyde<br />

Park, was described as "the world's most remarkable demonstration <strong>of</strong> human ingenuity <strong>and</strong><br />

resourcefulness".<br />

1852 Pharmacy Act (15&16 Vict., c.56) regulated the qualifications <strong>of</strong> pharmaceutical<br />

chemists, <strong>and</strong> their examination by <strong>and</strong> registration with the Pharmaceutical Society (1841).<br />

The Hospital for Sick Children, Great Ormond Street, London, founded, inspired by Dr<br />

Charles West (see 1848).<br />

1852 cont Report <strong>of</strong> the Royal Commission on Oxford University found that the Colleges<br />

did not provide properly for poor students, <strong>and</strong> that their fellows did not effectively live a<br />

common life or devote themselves to learning <strong>and</strong> research. They did not recommend<br />

relaxing the rule <strong>of</strong> celibacy for fellows. See 1854.<br />

University <strong>of</strong> Newcastle-upon-Tyne founded.<br />

1853 Start <strong>of</strong> the Crimean War which finished in 1856. There were 1933 soldiers killed in<br />

action, 2314 died later <strong>of</strong> wounds <strong>and</strong> injuries <strong>and</strong> 15,398 died <strong>of</strong> diseases.<br />

Vaccination Act (16&17 Vict., c.100) introduced compulsory vaccination for all<br />

infants within four months <strong>of</strong> birth, but contained no powers <strong>of</strong> enforcement. Responsibility<br />

was with the poor law guardians. See 1863 <strong>and</strong> 1867.<br />

Three Lunacy Acts: (16&17 Vict., c.70) regulated proceedings under the<br />

Commissioners <strong>of</strong> Lunacy; (c.96) amended the 1845 Act in regard to the procedures <strong>of</strong><br />

certification <strong>and</strong> licensing; <strong>and</strong> (c.97) consolidated <strong>and</strong> amended the law for the provision <strong>and</strong><br />

regulation <strong>of</strong> lunatic asylums <strong>and</strong> for the maintenance <strong>and</strong> care <strong>of</strong> pauper lunatics in Engl<strong>and</strong>.<br />

Common Lodging Houses Act (16&17 Vict., c.41) required all such houses to be<br />

registered <strong>and</strong> gave powers for the removal <strong>of</strong> persons with fever, infectious or contagious<br />

disease to hospital or infirmary. See 1856.<br />

Smoke Nuisance Abatement (Metropolis) Act (16&17 Vict., c.128) empowered the<br />

Home Office to appoint an inspector, to work in consultation with the metropolitan police, to<br />

abate nuisance from the smoke <strong>of</strong> furnaces in the Metropolis <strong>and</strong> from steam vessels above<br />

London Bridge. See 1857.<br />

Charitable Trusts Act (16&17 Vict., c.137) appointed Charity Commissioners <strong>and</strong><br />

introduced regulations to supervise private philanthropy. See 1855.<br />

First International Statistical Congress held in Brussels. Drs Farr <strong>and</strong> Marc d'Espine<br />

(Geneva) requested to prepare "Une Nomenclature uniforme des causes de deces applicable a<br />

tous les pays". See 1869.<br />

Start <strong>of</strong> the reform <strong>of</strong> the civil service. See 1855.<br />

Titus Salt's large textile mill opened near Bradford, followed by the creation <strong>of</strong><br />

Saltaire, a village for the employees containing a variety <strong>of</strong> styles <strong>and</strong> sizes <strong>of</strong> houses. See<br />

1879.
