The Scottish Committee on Children <strong>and</strong> Young Persons, Cmnd.2306, (chairman, Lord<br />

recommended the provision <strong>of</strong> new comprehensive social welfare departments based on local<br />
authorities; <strong>and</strong> a new system <strong>of</strong> local juvenile panels to replace the juvenile courts. See<br />

Ministry <strong>of</strong> <strong>Health</strong> agreed that provision for postgraduate <strong>and</strong> continuing education <strong>of</strong><br />
doctors was a proper charge on NHS funds. See 1967.<br />

Report <strong>of</strong> the Joint Committee <strong>of</strong> the Central <strong>and</strong> the Scottish <strong>Health</strong> Services<br />
Councils, "<strong>Health</strong> Education" (chairman, Lord Cohen, see 1954) recommended that health<br />
education should not only provide information but also seek to influence people to act on it<br />
<strong>and</strong> to counteract pressures inimical to health; that local authorities should appoint health<br />
education <strong>of</strong>ficers; <strong>and</strong> that central boards should be established in each country (see 1927<br />

Royal College <strong>of</strong> Physicians <strong>of</strong> London published a report "Training for Consultants"<br />
which set out the training requirements for each <strong>of</strong> the medical specialties under its aegis.<br />
Surgeons <strong>and</strong> obstetricians had always required c<strong>and</strong>idates for their fellowship <strong>and</strong><br />
membership examinations to have followed training in approved posts. See 1967.<br />
Report on the Medical Staffing Structure in Scottish Hospitals (chairman, JH Wright).<br />
The Royal College <strong>of</strong> Nursing <strong>and</strong> the National Council <strong>of</strong> Nurses <strong>of</strong> the UK issued a<br />
report "Administering the Hospital Nursing Service", following the lines <strong>of</strong> the Bradbeer<br />
Report (1954). It recommended the appointment <strong>of</strong> group nursing <strong>of</strong>ficers, nursing <strong>of</strong>ficers at<br />
the level <strong>of</strong> the hospital secretary, <strong>and</strong> clinical nursing <strong>of</strong>ficers to serve specialist units. See<br />

A Committee (chairmen, Sir Harry Platt) <strong>of</strong> the Royal College <strong>of</strong> Nursing issued a<br />
report, "A Reform <strong>of</strong> Nursing Education", recommending that student nurses should have<br />
student status <strong>and</strong> be financed independently <strong>of</strong> the hospital during their first two years <strong>of</strong><br />
training, on the completion <strong>of</strong> which they should take the final examination, which would be<br />
followed by one year <strong>of</strong> full-time service in a hospital; in addition universities should
