Committee reviewed progress since the Mair report on rehabilitation (1972), <strong>and</strong> repeated the<br />

1993 Cont 2 - 1994<br />

1993 cont recommendation that rehabilitation medicine should be recognised <strong>and</strong> developed<br />

as a distinct specialty in Scotl<strong>and</strong>.<br />

"Equality in <strong>State</strong> Pension Age" announced the Government's proposal that the<br />

retirement pension age for women should be raised from 60 years to 65 by 2020. See 1995.<br />

The Tenth Revision <strong>of</strong> the International Classification <strong>of</strong> Diseases introduced.<br />

Hepatitis A vaccine introduced.<br />

"The National <strong>Health</strong> Service. A Manager's Tale 1946 - 1992" by Brian Edwards<br />

published by the Nuffield Provincial Hospitals Trust.<br />

The trade unions, NUPE, NALGO <strong>and</strong> COHSE, amalgamated to form UNISON.<br />

1994 From April the NHS was managed from the headquarters <strong>of</strong> the NHS Management<br />

Executive in Leeds, <strong>and</strong> the number <strong>of</strong> regional health authorities was reduced from 14 to 8.<br />

Local Government (Scotl<strong>and</strong>) Act (c.39) created a unitary structure <strong>of</strong> local<br />

government in Scotl<strong>and</strong> comprising 32 councils, <strong>and</strong> introduced three new water <strong>and</strong><br />

sewerage authorities.<br />

Local Government (Wales) Act (c.19) reformed local government in Wales.<br />

Criminal Justice <strong>and</strong> <strong>Public</strong> Order Act (c.33) made new provisions concerning public<br />

order, bail, right <strong>of</strong> silence; obscenity; measures against terrorism; trespassers; squatters; <strong>and</strong><br />

illegal camping; <strong>and</strong> provided for the contracting out <strong>of</strong> prisons <strong>and</strong> prison escorts to private<br />

companies. See 1997.<br />

Education Act (c.30) dealt with arrangements for teacher training, including the<br />

creation <strong>of</strong> the Teacher Training Agency. See 1996 <strong>and</strong> 1998.<br />

Drug Trafficking Act (c.37) amended <strong>and</strong> consolidated the 1986 act; <strong>and</strong> introduced<br />

confiscation orders in connection with the proceeds from drug trafficking. See below <strong>and</strong><br />

1998.<br />

Social Security (Incapacity for Work) Act (c.18) replaced long-term sickness benefit<br />

<strong>and</strong> invalidity benefit with incapacity benefit. See 1995 <strong>and</strong> 1998.<br />

Chiropractors Act (c.17) established the General Chiropractic Council <strong>and</strong> the<br />

registration <strong>and</strong> monitoring <strong>of</strong> the education <strong>and</strong> conduct <strong>of</strong> chiropractors.<br />

Marriage Act (c.34) enabled civil marriages to take place on premises approved by<br />

local authorities.<br />

Coal Industry Act (c.21) provided for the establishment <strong>of</strong> the Coal Authority <strong>and</strong> the<br />

restructuring <strong>of</strong> the coal industry.<br />

The Funding Agency for Schools came into operation.<br />

The White Paper, "The Civil Service: Continuity <strong>and</strong> Change", Cm.2627, proposed the<br />

creation <strong>of</strong> a 3,500 strong Senior Civil Service with individual contracts <strong>and</strong> salary structures<br />

attractive to applicants from the private sector; greater movement between Whitehall <strong>and</strong> the<br />

private sector; <strong>and</strong> more control over employees to be delegated to each government<br />

department.<br />

The Advisory Group on Medical Education, Training <strong>and</strong> Staffing (AGMETS) was set<br />

up to advise about the development, implementation, <strong>and</strong> monitoring <strong>of</strong> medical <strong>and</strong> dental<br />

staffing <strong>and</strong> education policies within the NHS. See 1996 <strong>and</strong> 1999.<br />
