7.2 RECOMMENDED FUTURE SLI SERVICE MODEL:A TWO PHASED APPROACH7.2.1 Rationale for a two phased approachIt is recommended that a two phased approach to the future development<strong>of</strong> SLI services in Irel<strong>and</strong> be implemented over the next six years:Phase 1 - Establish a new entity (entitled Irish <strong>Sign</strong> <strong>Language</strong> <strong>Interpretation</strong><strong>Service</strong>) to develop <strong>and</strong> deliver SLI services, <strong>and</strong> commence piloting<strong>of</strong> remote interpreting (years 1-3)Phase 2 - Develop <strong>and</strong> rollout remote interpreting services (years 4-6)The two phased approach should enable significant changes to be implemented inSLI services, whilst allowing time for adjustment <strong>and</strong> planning. It should supportthe continued development <strong>of</strong> SLI services over the next six years, whilstintroducing changes which would significantly improve service quality <strong>and</strong> accessby all stakeholders.There are a number <strong>of</strong> advantages associated with the proposed two phasedapproach:• Transitional <strong>and</strong> incremental change should be easier to plan, manage,implement <strong>and</strong> monitor• The two proposed phases build on what is currently viewed as working well inSLI services <strong>and</strong> address areas for improvement• The establishment <strong>of</strong> the Irish <strong>Sign</strong> <strong>Language</strong> <strong>Interpretation</strong> <strong>Service</strong> as a newentity provides an important impetus to plan developments <strong>and</strong> providesleadership <strong>and</strong> oversight• The pilot approach to technology rollout supports more effective nationalimplementation7.2.2 TimescaleThe timescale recommended for the implementation <strong>of</strong> the two phased approachis indicative. It is estimated that the entire change process should be completedwithin six years <strong>of</strong> commencement.Phase one should be implemented within the first three years <strong>of</strong> the changeprocess <strong>and</strong> phase two should be implemented during years 4-6. There is scopefor elements <strong>of</strong> phase one to be implemented immediately; others should beimplemented in the first one or two years <strong>and</strong> some <strong>of</strong> the more major changes arelikely to take up to year three to be implemented. Equally, in phase two thereshould be elements which can be implemented more quickly, <strong>and</strong> others will takelonger (up to year six).Priority areas for implementation should be identified for both phases, with theseareas being implemented as soon as possible.Development <strong>of</strong> SLI services should be ongoing after the six year timeframeoutlined for phases one <strong>and</strong> two, <strong>and</strong> it should be the responsibility <strong>of</strong> the Irish<strong>Sign</strong> <strong>Language</strong> <strong>Interpretation</strong> <strong>Service</strong> to see that the service continues to develop<strong>and</strong> evolve to meet stakeholders' needs.page 118 • <strong>Review</strong> <strong>of</strong> <strong>Sign</strong> <strong>Language</strong> <strong>Interpretation</strong> <strong><strong>Service</strong>s</strong> <strong>and</strong> <strong>Service</strong> Requirements in Irel<strong>and</strong>
