7.5 ADVANTAGES AND RISKS OF THE RECOMMENDEDFUTURE SLI SERVICE MODEL7.5.1 Advantages• The recommended service model supports public services in facilitating accessby the Deaf community to public services in both urban <strong>and</strong> rural areas• SLI service development <strong>and</strong> delivery would be the responsibility <strong>of</strong> the Irish<strong>Sign</strong> <strong>Language</strong> <strong>Interpretation</strong> <strong>Service</strong>• An appropriate level <strong>and</strong> utilisation <strong>of</strong> funding should result in a more secureservice• A pr<strong>of</strong>essionally run central booking entity, within the Irish <strong>Sign</strong> <strong>Language</strong><strong>Interpretation</strong> <strong>Service</strong>, delivering SLI services for the Deaf community <strong>and</strong>public service users, should support efficient use <strong>of</strong> resources• Roll out <strong>of</strong> technology-enabled remote interpreting access points tocomplement face-to-face SLI services should provide greater access <strong>and</strong> choiceto Deaf <strong>and</strong> public service users, particularly in rural areas• Interpreters should have more job security with all having contracts/servicelevel agreements <strong>and</strong> some having the option <strong>of</strong> employment within the Irish<strong>Sign</strong> <strong>Language</strong> <strong>Interpretation</strong> <strong>Service</strong>• Establishment <strong>of</strong> a transparent complaints procedure for SLI services• Increased awareness <strong>of</strong> SLI services amongst the Deaf community <strong>and</strong> publicservice users, through promotion <strong>and</strong> awareness building campaigns7.5.2 Risks• Insufficient funding being made available for the development <strong>and</strong> running <strong>of</strong>the service• If phase one is not implemented effectively this would have a detrimentalknock-on effect on phase two, <strong>and</strong> would complicate <strong>and</strong> draw out the changeprocess in SLI services• The Irish <strong>Sign</strong> <strong>Language</strong> <strong>Interpretation</strong> <strong>Service</strong> will provide a centralisedbooking system - <strong>and</strong> if poorly managed may provide poor quality SLI services• <strong>Sign</strong>ificant costs associated with new technology, which could potentiallybecome outdated in a relatively short time• Cost <strong>of</strong> training both interpreters <strong>and</strong> service users in the use <strong>of</strong> newtechnology• Number <strong>of</strong> sign language interpreters may not increase substantially - either asa result <strong>of</strong> limited numbers graduating from SLI training <strong>and</strong>/or interpreterschoosing to leave the pr<strong>of</strong>ession<strong>Review</strong> <strong>of</strong> <strong>Sign</strong> <strong>Language</strong> <strong>Interpretation</strong> <strong><strong>Service</strong>s</strong> <strong>and</strong> <strong>Service</strong> Requirements in Irel<strong>and</strong> • page 131
