• The establishment <strong>of</strong> a new entity, Irish <strong>Sign</strong> <strong>Language</strong> <strong>Interpretation</strong><strong>Service</strong>, with its own Board <strong>and</strong> a strong central booking service. This newentity should operate to a m<strong>and</strong>ate set by Comhairle <strong>and</strong> be accountable toComhairle via clear reporting processes. The main activities <strong>of</strong> this entity shouldinclude SLI:– Development <strong>and</strong> promotion– Communication– Technology <strong>and</strong> information management– Booking– Quality <strong>and</strong> complaints• The establishment <strong>of</strong> an SLI Advisory Group, consisting <strong>of</strong> the differentstakeholders involved in SLI services, including stakeholders from the Deafcommunity, representative organisations, public service users <strong>of</strong> SLI services,SLI service providers, interpreter association <strong>and</strong> international experts. Arepresentative <strong>of</strong> the Irish <strong>Sign</strong> <strong>Language</strong> <strong>Interpretation</strong> <strong>Service</strong> shouldattend meetings <strong>of</strong> the Advisory Group.Phase 1: Objectives <strong>and</strong> key functionsThe objectives <strong>of</strong> phase one include:• Establishment <strong>of</strong> a new entity, (namely the Irish <strong>Sign</strong> <strong>Language</strong> <strong>Interpretation</strong><strong>Service</strong>) responsible for developing <strong>and</strong> delivering quality SLI services inIrel<strong>and</strong>, with appropriate funding levels to ensure effective service delivery• Having in place a highly responsive, pr<strong>of</strong>essional <strong>and</strong> user friendly centralbooking service• Assessing the appropriate technology development for SLI services in Irel<strong>and</strong><strong>and</strong> deciding what technology should be rolled out in phase two• Highlighting to all stakeholders the appropriateness <strong>and</strong> benefits <strong>of</strong> technologyenabledremote interpreting, complementing face-to-face interpreting• Planning the implementation <strong>of</strong> appropriate technology <strong>and</strong> commencing pilots- with a view to establishing a national remote SLI service for accessing publicservices in phase two• Developing a repository <strong>of</strong> relevant management information on SLI servicesthat is a key data source for future developments.Irish <strong>Sign</strong> <strong>Language</strong> <strong>Interpretation</strong> <strong>Service</strong>The Irish <strong>Sign</strong> <strong>Language</strong> <strong>Interpretation</strong> <strong>Service</strong> should be established as a st<strong>and</strong>alone legal entity, with its own governance arrangements, including anindependent Board <strong>and</strong> its own management <strong>and</strong> staff.It is recommended that the entity be established as a company limited byguarantee with charitable status.The Board <strong>of</strong> the Irish <strong>Sign</strong> <strong>Language</strong> <strong>Interpretation</strong> <strong>Service</strong> should have anappropriate mix <strong>of</strong> skills <strong>and</strong> expertise, including, for example, people with abackground in finance, law, customer service, public sector <strong>and</strong> services to thepage 20 • <strong>Review</strong> <strong>of</strong> <strong>Sign</strong> <strong>Language</strong> <strong>Interpretation</strong> <strong><strong>Service</strong>s</strong> <strong>and</strong> <strong>Service</strong> Requirements in Irel<strong>and</strong>
