1 Introduction1.1 OVERVIEWIrish <strong>Sign</strong> <strong>Language</strong> (ISL) is the indigenous language <strong>of</strong> the Deaf community inIrel<strong>and</strong>. According to the Irish Deaf Society, Irish <strong>Sign</strong> <strong>Language</strong> is the firstlanguage <strong>of</strong> approximately 5,000 Deaf people in Irel<strong>and</strong>.It is estimated that there are fewer than 50 Irish <strong>Sign</strong> <strong>Language</strong>/Englishinterpreters currently working in Irel<strong>and</strong>. There are a number <strong>of</strong> booking agenciesthrough which sign language interpretation (SLI) services can be accessed; thelargest <strong>of</strong> these in terms <strong>of</strong> booking activities is the national sign languagebooking agency, Irish <strong>Sign</strong> Link.1.2 BACKGROUND TO THIS REVIEWComhairle was established in June 2000 as a statutory body under the Department<strong>of</strong> Social <strong>and</strong> Family Affairs. Comhairle combines all aspects <strong>of</strong> the work <strong>of</strong> theformer National Social <strong>Service</strong> Board (NSSB) <strong>and</strong> the relevant information <strong>and</strong>advice functions <strong>of</strong> the former National Rehabilitation Board (NRB). Key functions<strong>of</strong> Comhairle are to support the provision <strong>of</strong> independent information, advice <strong>and</strong>advocacy services <strong>and</strong> to assist <strong>and</strong> support individuals, in particular those withdisabilities, in identifying <strong>and</strong> underst<strong>and</strong>ing their needs <strong>and</strong> options in assessingtheir entitlement to social services.Under the Comhairle Act 2000, one particular function <strong>of</strong> Comhairle is set out asfollows: “Whenever the Minister so requests, to design schemes relating to socialservices to address needs identified by the Minister concerning such services...”The Outline Sectoral Plan, produced by the Department <strong>of</strong> Social <strong>and</strong> FamilyAffairs under the Disability Act 2005 <strong>and</strong> as part <strong>of</strong> the National Disability Strategy,proposed that Comhairle be requested to prepare a scheme relating to signlanguage interpretation (SLI) services in Irel<strong>and</strong>.In preparation for this task, Comhairle wished to review existing services <strong>and</strong>service requirements to ensure that a new scheme would effectively meet theneeds <strong>of</strong> the Deaf community <strong>and</strong> public sector service providers.Prospectus Consultants were commissioned to undertake this review on behalf<strong>of</strong> Comhairle.
