PrefaceAs proposed in the Outline Sectoral Plan <strong>of</strong> the Department <strong>of</strong> Social <strong>and</strong> FamilyAffairs published in 2004 <strong>and</strong> confirmed in the Disability Sectoral Plan publishedin July <strong>of</strong> this year the Minister for Social <strong>and</strong> Family Affairs has requestedComhairle to prepare a scheme relating to sign language interpretation services.The purpose <strong>of</strong> such a scheme is to make public services accessible to the Deafcommunity through the provision <strong>of</strong> sign language interpretation. This study wascommissioned in preparation for this task.The study includes a review <strong>of</strong> existing services <strong>and</strong> service requirements,research on international best practice <strong>and</strong>, based on this information, it sets outan approach to the development <strong>of</strong> an Interpretative <strong>Service</strong>. A critical part <strong>of</strong> theexercise was an in-depth consultation process with the major stakeholders. Thisinvolved three consultation workshops with members <strong>of</strong> the Deaf Community, aworkshop with public sector service providers <strong>and</strong> interviews with a number <strong>of</strong>organisations <strong>and</strong> individuals with a particular expertise or involvement in theprovision <strong>of</strong> sign language interpretation services. These consultations wereinvaluable in ensuring all the issues <strong>of</strong> importance for the development <strong>of</strong> thisservice were considered <strong>and</strong> captured.The report <strong>and</strong> the recommendations agreed by the Comhairle Board have beensubmitted to the Minister for his consideration. The development <strong>of</strong> interpretativeservices in the manner proposed in the report will ultimately depend on Comhairlereceiving the resources required.
