administration fee, the Irish <strong>Sign</strong> <strong>Language</strong> <strong>Interpretation</strong> <strong>Service</strong> would need tostrike a balance between the following:• The Irish <strong>Sign</strong> <strong>Language</strong> <strong>Interpretation</strong> <strong>Service</strong>'s operational costs e.g.premises, staffing, IT• The need for fees to be competitive <strong>and</strong> not so high that they discouragethe use <strong>of</strong> interpreters, particularly by public service users• The appropriate administration fee to charge for face-to-face versusremote interpretingThe following two options exist for funding the development <strong>and</strong> ongoingadministration costs <strong>of</strong> SLI services in Irel<strong>and</strong>:• A percentage <strong>of</strong> the expenditure by Government departments/State agencieson SLI services could be allocated to the Irish <strong>Sign</strong> <strong>Language</strong> <strong>Interpretation</strong><strong>Service</strong> to cover the development <strong>and</strong> administration <strong>of</strong> the service. This islikely to be a complex <strong>and</strong> cumbersome process.• The Department <strong>of</strong> Social <strong>and</strong> Family Affairs could take ownership for fundingthe core development <strong>and</strong> administration costs <strong>of</strong> the Irish <strong>Sign</strong> <strong>Language</strong><strong>Interpretation</strong> <strong>Service</strong>, on behalf <strong>of</strong> the entire public sector.Irrespective <strong>of</strong> which funding option is chosen, it is essential that the development<strong>and</strong> administration costs <strong>of</strong> SLI services in Irel<strong>and</strong> (borne by the Irish <strong>Sign</strong><strong>Language</strong> <strong>Interpretation</strong> <strong>Service</strong>) are adequately funded.<strong>Review</strong> <strong>of</strong> <strong>Sign</strong> <strong>Language</strong> <strong>Interpretation</strong> <strong><strong>Service</strong>s</strong> <strong>and</strong> <strong>Service</strong> Requirements in Irel<strong>and</strong> • page 139
