7.3.2 Comhairle - oversight <strong>of</strong> SLI servicesComhairle should have a number <strong>of</strong> high level responsibilities in overseeing SLIservices in Irel<strong>and</strong>, including:• Setting the strategic direction for SLI services in Irel<strong>and</strong>• Quality assurance - overseeing the development <strong>of</strong> an effective, quality servicefor SLI• Development funding for SLI services in Irel<strong>and</strong> - ensuring public money isefficiently deployed7.3.3 Irish <strong>Sign</strong> <strong>Language</strong> <strong>Interpretation</strong> <strong>Service</strong> - development <strong>and</strong>delivery <strong>of</strong> SLI servicesThe new entity, the Irish <strong>Sign</strong> <strong>Language</strong> <strong>Interpretation</strong> <strong>Service</strong>, should develop<strong>and</strong> deliver SLI services in Irel<strong>and</strong>. It should operate to a m<strong>and</strong>ate set byComhairle, <strong>and</strong> be accountable to Comhairle via clear reporting processes.The main activities <strong>of</strong> this entity should include:1. Development <strong>and</strong> promotion• Leading the development <strong>of</strong> SLI services in Irel<strong>and</strong>• Contributing to national strategy <strong>and</strong> policy development, relevant to theprovision <strong>of</strong> SLI services• Research <strong>and</strong> development (e.g. research into SLI models <strong>of</strong> best practice, newdevelopments internationally) <strong>and</strong> advising public sector bodies, whereappropriate, in respect <strong>of</strong> these• Promoting <strong>and</strong> increasing awareness <strong>of</strong> SLI services, particularly to the Deafcommunity <strong>and</strong> public service providers• Ensuring effective <strong>and</strong> efficient use <strong>of</strong> funding2. Communication• Liaising with Government departments/statutory agencies to identify themechanisms required to fulfil their obligations to enable Deaf people access topublic services in Irel<strong>and</strong>• Liaising with stakeholders, such as the Deaf community, representativeorganisations, public service users, <strong>and</strong> interpreter associations3. Technology <strong>and</strong> information management• Assessing the appropriate technology development for SLI services in Irel<strong>and</strong><strong>and</strong> deciding what technology should be rolled out in phase two• Planning the implementation <strong>of</strong> appropriate technology <strong>and</strong> commencing pilotswith a view to establishing a national remote interpreting service for Deafpeople accessing public services (in phase two)• Establishing <strong>and</strong> maintaining a comprehensive website• Developing a repository <strong>of</strong> relevant management information about SLIservices e.g. main users, monies spent, reasons for accessing servicespage 122 • <strong>Review</strong> <strong>of</strong> <strong>Sign</strong> <strong>Language</strong> <strong>Interpretation</strong> <strong><strong>Service</strong>s</strong> <strong>and</strong> <strong>Service</strong> Requirements in Irel<strong>and</strong>
