• Personalised service - A person booking SLI services can <strong>of</strong>ten choose a specificinterpreter• Formal education <strong>and</strong> training <strong>of</strong> interpreters with the establishment <strong>of</strong> the Centrefor Deaf Studies at TCDKey areas for improvement in the current SLI service in Irel<strong>and</strong>• Inadequate funding arrangements for the provision <strong>of</strong> SLI services• Lack <strong>of</strong> effective governance <strong>and</strong> leadership <strong>of</strong> SLI services• No formal appeals <strong>and</strong> complaints procedures; no sanctions for poor service• No formal provision for emergency interpreting• No formal accreditation/regulation <strong>of</strong> interpreters• Lack <strong>of</strong> awareness <strong>and</strong> clarity in relation to what Deaf people are eligible forRECOMMENDED FUTURE MODEL FOR DELIVERING SIGNLANGUAGE INTERPRETATION SERVICESThe fundamental aim <strong>of</strong> the future service model is to enable the State toeffectively deliver on its responsibility to make public services accessible tothe Deaf community, through the provision <strong>of</strong> <strong>Sign</strong> <strong>Language</strong> <strong>Interpretation</strong>services.It is recommended that a two phased approach to the future development <strong>of</strong> SLIservices in Irel<strong>and</strong> be implemented over the next six years:Phase 1 - Establish a new entity (entitled Irish <strong>Sign</strong> <strong>Language</strong> <strong>Interpretation</strong><strong>Service</strong> for the purposes <strong>of</strong> this report) to develop <strong>and</strong> deliver SLIservices, <strong>and</strong> commence piloting <strong>of</strong> remote interpreting (years 1-3)Phase 2 - Develop <strong>and</strong> rollout remote interpreting services (years 4-6)The two phased approach should enable significant changes to be implemented inSLI services, whilst allowing time for adjustment <strong>and</strong> planning. It should supportthe continued development <strong>of</strong> SLI services over the next six years, whilstintroducing changes which would significantly improve service quality <strong>and</strong> accessby all stakeholders.The timescale recommended for the implementation <strong>of</strong> the two phased approachis indicative. It is estimated that the entire change process should be completedwithin six years <strong>of</strong> commencement.Priority areas for implementation should be identified for both phases, with theseareas being implemented as soon as possible. Development <strong>of</strong> SLI services shouldbe ongoing after the six year timeframe outlined for phases one <strong>and</strong> two, <strong>and</strong> itshould be the responsibility <strong>of</strong> the Irish <strong>Sign</strong> <strong>Language</strong> <strong>Interpretation</strong> <strong>Service</strong> tosee that the service continues to develop <strong>and</strong> evolve to meet stakeholders' needs.A detailed description <strong>of</strong> the recommended future model for delivering SLIservices in Irel<strong>and</strong> is outlined in Chapter 7.
