There are substantial risks associated with options A <strong>and</strong> B. Most notably, inrelation to option A, there is the risk that no suitable provider would emerge formthe tendering process; in relation to option B, there are risks associated withinvesting significant public funds into a private company, over which the Statewould have limited control.Given that there are similarities between the nature <strong>of</strong> SLI services <strong>and</strong> theinformation services provided by Comhairle, it is recommended that the model <strong>of</strong>setting up the entity as a company limited by guarantee with charitablestatus (i.e. option C) should be adopted for the SLI service.The Board <strong>of</strong> the Irish <strong>Sign</strong> <strong>Language</strong> <strong>Interpretation</strong> <strong>Service</strong> should have anappropriate mix <strong>of</strong> skills <strong>and</strong> expertise, including, for example, people with abackground in finance, law, customer service, public sector <strong>and</strong> services to theDeaf community. All Board members should act in the best interests <strong>of</strong> the Irish<strong>Sign</strong> <strong>Language</strong> <strong>Interpretation</strong> <strong>Service</strong>, <strong>and</strong> should not sit on the Board in arepresentative capacity for any constituency.The Irish <strong>Sign</strong> <strong>Language</strong> <strong>Interpretation</strong> <strong>Service</strong> would require a small team <strong>of</strong>dedicated staff comprising <strong>of</strong> a full time Manager, Finance Officer,Administrative/Booking Officer <strong>and</strong> a Project Manager (who would be part timein phase one). The role <strong>and</strong> requirements <strong>of</strong> each <strong>of</strong> these positions are outlinedas follows:ManagerRole:• Developing <strong>and</strong> managing the Irish <strong>Sign</strong> <strong>Language</strong> <strong>Interpretation</strong> <strong>Service</strong>• Setting st<strong>and</strong>ards <strong>and</strong> ensuring a quality service• Promoting the Irish <strong>Sign</strong> <strong>Language</strong> <strong>Interpretation</strong> <strong>Service</strong>• Contributing to national strategy <strong>and</strong> policy development• Overseeing the piloting, development <strong>and</strong> roll out <strong>of</strong> a technology-enabledremote interpreting service• Managing finances <strong>and</strong> funding• Liaising <strong>and</strong> managing relationships with stakeholders• Designing <strong>and</strong> agreeing service level agreements with interpreters <strong>and</strong>/orrepresentative organisations• Developing <strong>and</strong> managing an effective complaints procedure• Accountable to the Board <strong>of</strong> the Irish <strong>Sign</strong> <strong>Language</strong> <strong>Interpretation</strong> <strong>Service</strong>Requirements:• Experience in managing <strong>and</strong> developing a service organisation• Underst<strong>and</strong>ing <strong>of</strong> SLI services• Excellent communication <strong>and</strong> interpersonal skillspage 124 • <strong>Review</strong> <strong>of</strong> <strong>Sign</strong> <strong>Language</strong> <strong>Interpretation</strong> <strong><strong>Service</strong>s</strong> <strong>and</strong> <strong>Service</strong> Requirements in Irel<strong>and</strong>
