1.3 REVIEW OBJECTIVES <strong>and</strong> SCOPE1.3.1 <strong>Review</strong> ObjectivesThe overall aim <strong>of</strong> the review is to ensure that the design <strong>of</strong> a SLI scheme will meetthe needs <strong>of</strong> the Deaf community <strong>and</strong> public sector service providers in Irel<strong>and</strong> 8 .The main objectives <strong>of</strong> the review include the following:• Estimate the need for sign language interpretation services by Deaf people intheir dealings with public bodies, <strong>and</strong> the extent to which this need is beingmet by current provision• Gather the views <strong>of</strong> the different stakeholders (Deaf community, providers <strong>of</strong>SLI services, public service providers) about the key features <strong>of</strong> quality in SLIservices• Examine international models <strong>of</strong> good practice in the provision <strong>of</strong> SLI services,including potential for use <strong>of</strong> technology• Identify <strong>and</strong> examine the components <strong>of</strong> a national SLI service for the Deafcommunity in Irel<strong>and</strong>• Recommend models <strong>and</strong> structures for the future development <strong>of</strong> a SLI schemein Irel<strong>and</strong>, including financial, governance, <strong>and</strong> organisational implications1.3.2 Scope <strong>of</strong> this reviewComhairle decided to review existing SLI services <strong>and</strong> service requirements toensure a new SLI scheme would effectively meet the needs <strong>of</strong> the Deafcommunity <strong>and</strong> public sector service providers 8 .The key elements within the scope <strong>of</strong> this review are:• <strong>Review</strong> <strong>of</strong> current SLI service provision• <strong>Review</strong> <strong>of</strong> international best practice• Underst<strong>and</strong>ing the dem<strong>and</strong> for SLI services• SLI service delivery8 The Disability Act 2005 contains the following definitions:''Public body'' is understood to mean the following:(a) A Department <strong>of</strong> State,(b) The Office <strong>of</strong> the President,(c) The Office <strong>of</strong> the Attorney General,(d) The Office <strong>of</strong> the Comptroller <strong>and</strong> Auditor General,(e) The Office <strong>of</strong> the Houses <strong>of</strong> the Oireachtas,(f) A local authority,(g) The Executive,(h) A person, body or organisation (other than the Defence Forces) established -(i) By or under any enactment (other than the Companies Acts 1963 to 2003), or(ii) Under the Companies Acts 1963 to 2003, in pursuance <strong>of</strong> powers conferred by or under another enactment, <strong>and</strong> financed wholly or partly,whether directly or indirectly, by means <strong>of</strong> moneys provided, or loans made or guaranteed, by a Minister <strong>of</strong> the Government or shares held by oron behalf <strong>of</strong> a Minister <strong>of</strong> the Government;''<strong>Service</strong>” is understood to mean the following:“<strong>Service</strong>” means a service or facility <strong>of</strong> any kind provided by a public body which is available to or accessible by the public generally or a section <strong>of</strong> thepublic <strong>and</strong>, without prejudice to the generality <strong>of</strong> the foregoing, includes -(a) The use <strong>of</strong> any place or amenity owned, managed or controlled by a public body,(b) The provision <strong>of</strong> information, an information resource, a scheme, an allowance or other benefit administered by a public body,(c) Any cultural or heritage services provided by such a body, <strong>and</strong>(d) Any service provided by a court or other tribunal.page 26 • <strong>Review</strong> <strong>of</strong> <strong>Sign</strong> <strong>Language</strong> <strong>Interpretation</strong> <strong><strong>Service</strong>s</strong> <strong>and</strong> <strong>Service</strong> Requirements in Irel<strong>and</strong>

These wereseen to be important factors in the delivery <strong>of</strong> a quality SLI service, but they werenot within the scope <strong>of</strong> this review.
