11Social Integration and ExclusionThe human development discourse, which began with attentionto such basic needs as health, education, and employment,has now expanded to <strong>in</strong>clude social <strong>in</strong>tegration andexclusion. 1 Households are not isolated units but are connectedto others <strong>in</strong> patterns that create the fabric of sociallife. In recent years, more research has focused on these personal<strong>in</strong>terconnections among households. Social scientistshave explored how social networks channel <strong>in</strong>formation,norms, and even diseases across populations. Political scientistshave emphasized how <strong>in</strong>stitutions—formal patterns of<strong>in</strong>terconnections—can tell us more about development thanthe simple sum of population characteristics. Economistshave <strong>in</strong>corporated these <strong>in</strong>terpersonal connections <strong>in</strong>to theirwork by redef<strong>in</strong><strong>in</strong>g them as the social capital that people<strong>in</strong>vest <strong>in</strong>, and later draw from when needed.By nature, sample surveys select households as <strong>in</strong>dependentcases and so have had some difficulty <strong>in</strong>corporat<strong>in</strong>g thesesocial connections <strong>in</strong>to their research agenda. The IHDS isfortunate to have <strong>in</strong>quired <strong>in</strong>to a rich variety of <strong>in</strong>terpersonalconnections that l<strong>in</strong>k households to their wider socialcontext. The IHDS is the first national survey with such arange of questions. The survey presents a unique opportunityfor understand<strong>in</strong>g how social <strong>in</strong>tegration is related to humandevelopment <strong>in</strong> <strong>India</strong>.The four sections of this chapter report results from eachtype of social <strong>in</strong>tegration <strong>in</strong>vestigated <strong>in</strong> the IHDS:(1) Membership <strong>in</strong> n<strong>in</strong>e types of organizations,(2) Reports of conflicts <strong>in</strong> the local neighbourhood,(3) Crime victimization, and,(4) Network contacts with formal <strong>in</strong>stitutions, such asschools, the medical system, and the government.These are not the only dimensions of <strong>in</strong>clusion/exclusionthat are relevant to the human development discourse, butthey are somewhat easier to measure <strong>in</strong> a large sample surveythan others, such as cultural identity. It is also important tonote that although this chapter focuses on some very specificaspects of social <strong>in</strong>tegration and exclusion, social exclusionis not limited to the topics discussed here. Other chaptershave also documented different dimensions of exclusion,such as women’s limited access to the public space (Chapter10) and the exclusion of Muslims from formal sector jobs(Chapter 4).Discourse on social exclusion has emerged from theliterature on ethnic and cultural m<strong>in</strong>orities and, hence, tendsto focus on characteristics of <strong>in</strong>dividuals and households,such as religion or caste, <strong>in</strong> identify<strong>in</strong>g social exclusion. Whilethese factors are important, we f<strong>in</strong>d that for some <strong>in</strong>dicatorsof <strong>in</strong>terest, regional and community contexts play a far moreimportant role than social or cultural background.Network connections are the one exception <strong>in</strong> whichhousehold characteristics comb<strong>in</strong>e with local context to determ<strong>in</strong>ethe extent of social relationships. For organizationalmemberships, village or neighbourhood conflict, and crime,what matters is the local context. Are there organizationslocally available to jo<strong>in</strong>? Do local and state <strong>in</strong>stitutions functionwell? Is the village full of conflict? Is crime widespread <strong>in</strong>1UNDP (2004).
