- To develop and implement ways and means of pursuing joint educational<br />

activities with schools and other educational and cultural institutions in the region,<br />

in both the domain of the cultural and historical heritage and in the sphere of<br />

ecological education.<br />

4.7 <strong>Management</strong> of the <strong>Park</strong><br />

Long-term goal 4.7.1 To implement a management model for <strong>Rila</strong><br />

<strong>Monastery</strong> <strong>Nature</strong> <strong>Park</strong> that combines the interests and responsibilities of the Holy<br />

Synod of the Bulgarian Orthodox Church and <strong>Rila</strong> <strong>Monastery</strong>, the State and the<br />

local communities, while ensuring proper coordination among all stakeholders for<br />

attaining the management objectives of the <strong>Park</strong>.<br />

Operational objectives:<br />

• To introduce a system of ongoing exchange of information and coordination of<br />

activities between all stakeholders with an interest in the territory of RMNP;<br />

• To ensure the implementation of joint activities between <strong>part</strong>ners on the basis of<br />

clearly defined rights and responsibilities of all <strong>part</strong>ies involved;<br />

• To implement a plan for the institutional streamlining, strengthening and capacity<br />

building of the <strong>Nature</strong> <strong>Park</strong> administration, including the establishment of mobile<br />

patrols for RMNP, defining park sections with offices and appointing heads of<br />

sections responsible for the respective territory:<br />

- To develop and maintain the <strong>Park</strong> infrastructure for the effective attainment of<br />

park goals and objectives;<br />

- To develop mechanisms for income generation for the <strong>Park</strong> administration in<br />

order to support its continued operation;<br />

- To supply RMNP with an effective communication system for coordinating<br />

activities between different services in the event of natural calamities, forest fires<br />

and other emergencies;<br />

• To introduce a unified strategy of the <strong>Park</strong> administration for public relations; to<br />

support a public awareness program regarding the values, opportunities and<br />

specific resources of the <strong>Park</strong>, as well as a system for regular information access<br />

and for providing information to the public:<br />

- To implement a program for involving NGOs, scientific research institutions,<br />

artistic guilds, the media, the civil service, the private sector and others and to<br />

solicit their cooperation for protecting and publicizing RMNP and its religious,<br />

cultural and natural values;<br />

- To develop and register a system of identifying symbols, signs and emblems;<br />

- To extend existing <strong>part</strong>nerships with suitable organizations on a national and<br />

international scale.<br />

Long-term goal 4.7.2 To ensure that the requirements for the conservation<br />

and development of RMNP are reflected in the regional planning scheme of the<br />

Southwestern <strong>Plan</strong>ning Region.<br />

Operational objectives:<br />

• To implement mechanisms for information exchange between RMNP and the<br />

municipal and regional planning bodies:<br />
