1.0 Priorities of the <strong>Management</strong> <strong>Plan</strong><br />

1.1 <strong>Rila</strong> <strong>Monastery</strong> <strong>Nature</strong> <strong>Park</strong> Directorate structure<br />

development and improvement<br />

An analysis of the actual needs for manpower for attaining the goals and objectives<br />

formulated as per the present <strong>Management</strong> <strong>Plan</strong> shows that the <strong>Park</strong> Directorate needs<br />

to employ the following professionals:<br />

− Director;<br />

− Flora expert;<br />

− Fauna expert;<br />

− Forest expert – forester;<br />

− PR expert;<br />

− Tourism expert;<br />

− GIS and IT expert;<br />

− Accountant;<br />

− Driver;<br />

− Minimum nine persons park rangers.<br />

In addition, it would be feasible for the park to be divided into three <strong>Park</strong> sections,<br />

each with a section head and two rangers (nine persons in all).<br />

Scope of work should be prepared for each staff position in the <strong>Park</strong> Directorate and<br />

guidelines for the administrative procedures in the Directorate.<br />

1.2 Consultative Council within <strong>Rila</strong> <strong>Monastery</strong> <strong>Nature</strong><br />

<strong>Park</strong> Directorate<br />

After the approval of <strong>Rila</strong> <strong>Monastery</strong> <strong>Nature</strong> <strong>Park</strong> <strong>Management</strong> <strong>Plan</strong>, the Directorate<br />

has to initiate and prioritize the creation of a Consultative Council (CC) – a<br />

consultative body, which supports and facilitates the Directorate work. Similar<br />

councils are created according to Art. 7 of the Regulation for Structure, Functions and<br />

Activities of the <strong>Nature</strong> <strong>Park</strong> Directorates within the National Forestry Board in order<br />

to insure the interaction between institutions and individuals with authority and<br />

responsibility in park territory. The Consultative Councils ensure transparency in the<br />

work of the Directorates and Institutions conducting activities in parks territory as<br />

well as promote better public awareness. These councils are cooperative consultative<br />

bodies, which include a chairman, deputy chairman, secretary and members.<br />

The chairman of the Consultative Council of <strong>Rila</strong> <strong>Monastery</strong> <strong>Nature</strong> <strong>Park</strong> will be the<br />

<strong>Park</strong> Director himself. At its first meeting the CC will review and accept guidelines<br />

for its activity. Representatives of the State and local authorities, owners of land and<br />

<strong>Rila</strong> <strong>Monastery</strong> <strong>Nature</strong> <strong>Park</strong><br />
