affect the water outlow regimes, respectively, of the valleys of the Manastirska<br />

and Iliyna Rivers. The service areas of the hydrotechnical facilities within the<br />

lands of <strong>Rila</strong> <strong>Monastery</strong> settlement unit in the territory of RMNP, cover a total of<br />

25.4 ha.<br />

The Kalin and Malak Kalin Dams and the Kalin Hydroelectrical power station<br />

have been built and are operated in the <strong>Park</strong> for purposes of water storage and<br />

power generation.<br />

- Sanitary protection zones around water catchment facilities, pursuant to<br />

Ordinance # 3/16.10.2000 are regulated on the conditions and procedure of<br />

exploration, design, commissioning, confirmation and operation of drinking and<br />

household supply water sources, and around sources of mineral waters used for<br />

therapeutic, prevention, drinking and bathing needs (SG # 88/27.10.2000).<br />

- Within the lands of <strong>Rila</strong> <strong>Monastery</strong> settlement unit, subzone A of the water<br />

catchment zones covers a total area of 16.320 ha.<br />

8. Prior to the entry into force of the present <strong>Management</strong> <strong>Plan</strong> (Art. 12 (2) of the<br />

Fisheries and Aquatic Cultures Act, SG # 41/24.04.2001), the by-laws of the<br />

previous Fisheries Act shall apply, whereby a fish farming zone has been<br />

determined as follows: the Iliyna River from its sources to the point of confluence<br />

with the Rilska River (15 km); the Rilska River from Kirilova Polyana to the<br />

Iliyna River (8 km); and the Eleshnitsa River, from its sources to the point of<br />

confluence with the Rilska River (7 km), pursuant to Ordinance # 49 of the then<br />

Committee for Forests (SG # 29/1992). Places for amateur fishing, as well as the<br />

norms and regimes governing this activity in the territory of RMNP, are<br />

determined later in the present <strong>Management</strong> <strong>Plan</strong>.<br />

9. In the early 1960s, the asphalt road (category 3 road # 107) was built that connects<br />

the <strong>Rila</strong> <strong>Monastery</strong> compound and the surrounding area with the national road<br />

grid (the E79 international highway). It was built on the existing bed of the old<br />

narrow-gauge railroad, which provided regular transport services to the<br />

<strong>Monastery</strong> between 1921 and 1961. The road is operated subject to the regime for<br />

category 3 roads of the national road grid and its maintenance is the responsibility<br />

of the Dupnitza-based Regional Road Administration. The road constitutes the<br />

main entryway into the <strong>Park</strong> accessible by motor vehicle, and provides right of<br />

access into it (Art. 14 para 1 of PAA). There are no proposals for the construction<br />

of new roads within the <strong>Park</strong> perimeter under any regional development plans.<br />

10. National development plans. There are two such plans: the National Economic<br />

Development <strong>Plan</strong> for the period 2000-2006 and the National Regional<br />

Development <strong>Plan</strong> for the period 2000-2006. The latter comprises elements of the<br />

existing regional development plans. Territorially, RMNP falls within the<br />

Southwestern <strong>Plan</strong>ning Region.<br />

11. Regional development plans. There are two plans for regional development: (1)<br />

Economic <strong>Plan</strong> for the Development of the Southwestern <strong>Plan</strong>ning Region as <strong>part</strong><br />

of the National Economic Development <strong>Plan</strong> for the period 2000-2006, and (2)<br />

Regional Development Strategy for Kyustendil Region for the period 2000-2006.<br />
