4. It shall be allowed to carry out archeological research in the above mentioned<br />

boundaries while preserving the existing monuments of culture and of the natural<br />

environment to a maximum degree.<br />

5. The activities allowed by the regime shall not interfere with religious rites and<br />

rituals.<br />

II. Regimes in the Protective Zone of the Monuments of Culture<br />

ZONE A<br />

Zone A covers the eastern area of the protective zone of the monuments of culture<br />

covering the <strong>part</strong> of the <strong>Rila</strong> <strong>Monastery</strong> Forest <strong>Nature</strong> Reserve buffer zone from the<br />

Sospata Gorge to the north-east and as far as the boundary between sections 16 and<br />

17 and sections 75 and 76 to the south-west.<br />

1. The Zone A regime includes the following limitations imposed by the lowmountain<br />

nature reserve buffer zone regime (SG No. 34, April 29, 1986), confirmed<br />

with Order No. 114 of the Ministry of Environment (SG No. 20, March 10, 1992) and<br />

prohibiting:<br />

1.1 Mining and quarrying, river flow corrections, construction of new water<br />

catchments and other activities disturbing the water regime and the natural<br />

appearance of the area.<br />

1.2 Burning of vegetation.<br />

1.3 Forestation with plant and brush species untypical for the region.<br />

1.4 Camping and parking of automobiles outside the designated spaces.<br />

1.5 Hunting.<br />

The Zone A regime is added to by a prohibition for:<br />

1.6 Activities disturbing the livelihood and cult functions of the monastery.<br />

2. The Zone A regime allows for the following activities permitted by the nature<br />

reserve buffer zone regime:<br />

2.1 Construction related only to the maintenance, functioning and needs of the <strong>Rila</strong><br />

Holy <strong>Monastery</strong> and of other legal facilities and their owners (users). Such<br />

construction shall be based on projects prepared in keeping with the Territorial and<br />

Urban Development Act, the Monuments of Culture and Museums Act, and agreed in<br />

accordance with Article 2 (1), item 2 of Regulation No. 17 (SG No. 35, April 4, 1979)<br />

of the Committee for Culture. Where facilities included in the group monuments and<br />

complexes, or in other monastery property, the projects shall be agreed also with the<br />

leadership of the <strong>Rila</strong> Holy <strong>Monastery</strong>. (The above text is proposed as correction for<br />

item 1 of the permitting section of the nature reserve buffer zone regime, as follows:<br />

1. Construction under development projects concerning the functioning and<br />

development of the Architectural and Historical Reserve <strong>Rila</strong> <strong>Monastery</strong> and of<br />

tourism by the Bulgarian Tourist Union.)<br />

2.2 One-day staying.<br />

2.3 Main selection, sanitary and selection felling according to the Rules for<br />

Determining, Development and <strong>Management</strong> of Forests and Special Purpose Areas<br />

until the time of drawing up of the <strong>Rila</strong> <strong>Nature</strong> <strong>Park</strong> Development Project.<br />

2.4 Grazing of livestock (except goats) in the locations designated with the forest<br />

development project.<br />

The Zone A regime shall be added to by a permit for:<br />

2.5 Archaeological digging in keeping with the nature conservation regime, and in the<br />

forests, in agreement with the Committee for Forests and with the Ministry of<br />

Environment.<br />
