By Decision # R-1 from 27.06.2002 of the Land Committee at <strong>Rila</strong> town, title over<br />

9,701.2 ha of forest and 9,610.5 ha of pastures and meadows within the boundaries of<br />

the <strong>Rila</strong> <strong>Monastery</strong> lands was reinstated to the Holy <strong>Monastery</strong> of <strong>Rila</strong>. The total area<br />

of all territories restituted to <strong>Rila</strong> <strong>Monastery</strong> within the boundaries of its ancestral<br />

lands amounts to 19,311.7 ha, which is not final. At present there is a process of<br />

clarifying and sorting out the anpunt of lands and forests belonging to <strong>Rila</strong> <strong>Monastery</strong><br />

within the perimeter of RMNP; still pending is reinstatement of <strong>Rila</strong> <strong>Monastery</strong>’s title<br />

over lands of category 2.5 Built-up areas as per the above table. The <strong>Management</strong><br />

plan does not aim and cannot resolve problems concerning ownership of any private<br />

owner on the parks territory. The <strong>Management</strong> plan also does not not lead to the<br />

establishment or legalization of ownership over lands and facilities in the park.<br />

1.5 Managerial structure<br />

1.5.1. Organizational structure, staff and functions<br />

A significant <strong>part</strong> of the territory of <strong>Rila</strong> <strong>Monastery</strong> NP is property of <strong>Rila</strong> <strong>Monastery</strong>.<br />

Pursuant to the Protected Areas Act, <strong>Rila</strong> <strong>Monastery</strong> <strong>Nature</strong> <strong>Park</strong> is to be managed by<br />

a specially created Directorate, a regional body of the National Forestry Board under<br />

the Ministry of Agriculture and Forests, which is to supervise the implementation of<br />

the <strong>Management</strong> <strong>Plan</strong> for RMNP. Thus, intertwined, whether directly or indirectly, in<br />

the territory of <strong>Rila</strong> <strong>Monastery</strong> <strong>Nature</strong> <strong>Park</strong> are the interests of numerous<br />

organizations and institutions, or stakeholders, represented either directly or through<br />

affiliated businesses or authorized agents. A number of NGOs, landowners and users<br />

also have a stake in that territory. Listed below are some such stakeholders:<br />
