The US Patents and Trademark Office (USPTO) lists<br />

134 patents from CARICOM countries over the period<br />

2008–2013, the top contributors being the Bahamas (34),<br />

Jamaica (22) and Trinidad and Tobago (17). See Figure 6.10.<br />

A handful of countries have high-tech exports<br />

High-tech exports from the Caribbean are modest and<br />

sporadic (Figure 6.11). It is interesting to note, however,<br />

that Barbados not only holds a sizeable share of Caribbean<br />

patents but also has the greatest value of high-tech<br />

exports, which rose from US$ 5.5 million in 2008 to<br />

stabilize at US$ 18–21 million over 2010–2013.<br />

Nearly eight out of ten Barbados exports over 2008–2013<br />

concerned either scientific instruments (US$ 42.2 million)<br />

or chemistry (US$ 33.2 million excluding pharmaceuticals).<br />

Less revenue was earned from exports of electronics<br />

and telecommunications (US$ 6.8 million) and computers<br />

and office machines (US$ 7.8 million). Whereas Trinidad<br />

and Tobago led the region for high-tech exports in<br />

2008 (US$ 36.2 million), these had plummeted to<br />

US$ 3.5 million by the following year. Jamaica’s revenue<br />

has also dipped since 2008. By contrast, Suriname<br />

managed to increase its export earnings slightly over the<br />

same period.<br />

CONCLUSION<br />

Time for a detailed mapping exercise<br />

The small CARICOM countries are vulnerable to a variety of<br />

environmental and economic shocks. Up until now, they<br />

have not managed to put in place and implement effective<br />

policy frameworks to propel STI. Consequently, important<br />

challenges in the region related to energy, water and food<br />

security, sustainable tourism, climate change and poverty<br />

reduction are not getting the level of input from the<br />

scientific enterprise required to make a difference.<br />

What is encouraging is that CARICOM has promulgated a<br />

long-term development strategy for the region, the Strategic<br />

Plan for the Caribbean Community: 2015–2019. Moreover,<br />

engaging with STI is a pivot for this plan’s success, as indeed<br />

it does in several national planning documents, such as<br />

Vision 2020 in Trinidad and Tobago, Jamaica Vision 2030 and<br />

the Barbados Strategic Plan 2005–2025. What is now required<br />

are policies that break with the implementation deficits<br />

of the past and effectively employ STI to accelerate the<br />

development process.<br />

It is heartening to note that, in spite of a lack of effective STI<br />

policy frameworks and wavering public support for tertiary<br />

education, there are some bright spots on the horizon:<br />
