Operationalizing a System of Care: Strategies <strong>for</strong> Serving High-Risk Children and Youth<br />

OBJECTIVES—Participants will learn:<br />

1. Wraparound Milwaukee’s Theory of Change as it relates to youth with a history of behavior which could represent<br />

an ongoing risk to others<br />

2. How to use interventions developed <strong>for</strong> youth with sexual behavior problems and their families as an example of<br />

applying system of care values and evidence-based practices to a special need population<br />

3. How to use data to build and sustain services that challenge traditions beliefs about “what works” with youth who<br />

are deemed “high-risk”<br />

4. Strategies <strong>for</strong> developing, sustaining, and communicating outcome data and data on program fidelity<br />

This Targeted Institute will focus on the treatment of youth with a history of risky behavior requiring specialized<br />

interventions strategies and will provide examples of community-based implementation of evidence-in<strong>for</strong>med practices<br />

within a system of care to address the needs of high-risk youth.<br />

The in<strong>for</strong>mation and strategies to be highlighted are based on the experience of Wraparound Milwaukee. In recognition<br />

of the need, Wraparound Milwaukee developed specialized, evidence-in<strong>for</strong>med practices and procedures to serve<br />

families affected by youth who have been harmful to others. The approach involves the application of wraparound<br />

principles to serving youth that have exhibited sexually harmful behavior and youth with other community safety<br />

concerns. Faculty will highlight the process and strategies necessary to create a credible, community-based approach to<br />

youth with risky behavior that involves juvenile justice, mental health, and other stakeholders.<br />

Specific topics to be covered include:<br />

• An introduction to the approach to service planning and delivery used by Wraparound Milwaukee<br />

• A theory of change <strong>for</strong> the population of youth identified with complex, high-level risks and needs<br />

• Considerations and cautions when identifying high-risk youth<br />

• Examples of procedures and tools <strong>for</strong> identifying high-risk youth<br />

• Applying behavior change theories (e.g., Porchaska’s Stage of Change, Risk and Resiliency, and Social Learning<br />

Theory) to the treatment of high-risk youth<br />

• Guiding principles <strong>for</strong> reducing risk and recidivism<br />

• The politics of accountability: The why, what and how of assuring fidelity and outcome data<br />

This Targeted Institute will include a group activity to create a family story and to create strategies <strong>for</strong> engagement<br />

related to community safety and youth development.<br />

The faculty team will include both a clinician and program evaluator. The clinician has developed and oversees<br />

programming within the Wraparound Milwaukee system of care <strong>for</strong> youth with a history of sexually harmful and other<br />

behaviors that are considered risky. The program evaluator has developed systems <strong>for</strong> tracking and gathering outcome<br />

data, specifically with respect to recidivism outcomes with high-risk populations.<br />
