Strategic Financing <strong>for</strong> Children’s Behavioral Health Services and<br />
Systems of Care: Health Re<strong>for</strong>m and Other Financing Opportunities<br />

OBJECTIVES—Participants will learn:<br />
1. To describe approaches <strong>for</strong> determining the broad policy, population, and service goals to guide financing redesign<br />
2. To identify opportunities to improve and expand children’s behavioral health services within a system of care<br />
approach in difficult economic times<br />
3. To describe specific requirements and uses of a range of financing options <strong>for</strong> enhancing community services<br />
4. How to analyze financing options <strong>for</strong> fit with their states or communities<br />
5. To apply strategies from the experiences of other states to assist in developing financing and service models<br />
This Pre-<strong>Institutes</strong> <strong>Training</strong> Program is designed <strong>for</strong> children’s behavioral health leaders and advocates to explore a<br />
range of financing options <strong>for</strong> enhancing community services and supports and expanding system of care approaches.<br />
The program will help participants to explore possibilities that are not yet being utilized <strong>for</strong> financing services and<br />
supports <strong>for</strong> children, youth, and young adults with mental health and substance use challenges and their families.<br />
The last few years have been difficult <strong>for</strong> state budgets and <strong>for</strong> the provision of publicly funded children’s behavioral<br />
health services. However, this is not the time <strong>for</strong> children’s services leaders and advocates to be discouraged. There are<br />
new opportunities to fund, and even expand, system of care approaches. The passage of the Af<strong>for</strong>dable Care Act (ACA),<br />
new options through Medicaid and Title IV-E, the implementation of managed care technologies, and changes in the<br />
Children’s Health Insurance Program and Early Childhood Home Visitation Programs offer opportunities <strong>for</strong> states to<br />
use existing funding to organize services in new ways and bring system of care approaches to scale.<br />
Redesigning financing to improve services and supports starts with setting state policy and service delivery goals <strong>for</strong><br />
populations of children with behavioral health needs. Faculty will discuss strategies to analyze current data, establish a<br />
direction, set goals, and determine priorities to guide system redesign and financing, including utilizing ACA<br />
provisions, Medicaid waiver and state plan amendment options, block grant funds, Title IV-E, and managed care. The<br />
faculty includes national experts on financing and policy makers and administrators from the national, state, and local<br />
levels who have implemented effective financing strategies. Small groups with be used to identify potential approaches<br />
in participants’ states and communities. Participants will leave the training with a “library” of resources covering a<br />
range of funding sources, how they can and are being used, and requirements <strong>for</strong> accessing them.<br />
